In honor of the 20th anniversary of the National guard

Dushanbe, 26.08.2015. (NIAT «Khovar»). — In September the formation of one of the power structures of the country — the National guard of the Republic of Tajikistan will mark its 20 years. Due to this historical date, the correspondent of «Khovar» has a conversation with the Commander of the National guard of the Republic of Tajikistan, major-general of guard Jamolzoda Bobojon. We present this conversation to the readers:

NIAT «Khovar»: Comrade major-general, on the eve of the celebration of major public holidays — 24th anniversary of the State independence and the 20th anniversary of the formation of the National guard of the Republic of Tajikistan, I congratulate You, all officers and military staff of the National guard of the Republic of Tajikistan with these joyful and historical dates, I wish you good health, loyalty and courage!

Tell me, please, with what achievements and at what level officers and military staff of units and divisions of the National guard of the country greet the 20th anniversary of the formation of this power structure? Recall about the history of formation of the National guard of the Republic of Tajikistan.

B. Jamolzoda: Thank You!

We are on the eve of celebration of the State independence of Tajikistan and taking an appropriate opportunity, I congratulate all compatriots on this great national holiday.

It should be noted that since the beginning of the year together with the staff of the National guard, we set a goal to celebrate this important historical date with high combat readiness, good behavior and success in all areas of service activity. The results of analysis testify that we succeeded in this plan.

Within 20 years of fruitful activity, the National guard of the Republic of Tajikistan has made significant progress, which were reached due to the Independence, peace stability, and wise policy of the President of the Republic of Tajikistan H.E.Mr. Emomali Rahmon.

The National guard of the Republic of Tajikistan is the brainchild of independence, the period of its formation and improvement occur in the phases of the State independence of Tajikistan, despite the fact that the history of the formation of such units originate from the depths of centuries.

After the holding of historic 16th session of the Supreme Council of the Republic of Tajikistan in December 1992, the formation of a brigade of special purpose under the Ministry of Internal Affairs of the Republic of Tajikistan that laid the foundation for creation of the Guard was one of the first initiatives of constitutional government.

The staff of the brigade of special purpose from the early days had a strong start to faithful service for the sake of peace and prosperity of the Homeland, when at that time the Republic of Tajikistan was in a difficult political and economic situation. In the battles and clashes with illegal armed groups Guard won a victory, and has earned the confidence of the Head of State and the Leadership of the Republic.

As a result, the President of the country by his Decree of January 17, 1995 has transformed the Special Forces Brigade into the Presidential Guard. Within two years were formed four military units. In 2004, after additions in the structure of the Presidential Guard, it was transformed into the National guard of the Republic of Tajikistan. Today in various regions of the Republic special tasks are assigned to units and divisions of the National guard for safety, strengthening of independence, protection and defense of important state objects.

NIAT «Khovar»: How do you assess the role of units and divisions of the National guard of the Republic of Tajikistan in strengthening of the bases of national statehood and the protection of the constitutional system of the country?

B. Jamolzoda: The personal staff of the National guard since the early days of the establishment of an independent state of Tajiks under the direct supervision of Supreme commander of the Armed Forces of the Republic of Tajikistan, along with other servicemen of power structures, participated in the protection of the legal order, the restoration of the constitutional system, security and the strengthening of State independence of Tajikistan in different regions of the country. Within 20 years of activity, the personnel staff of the National guard honorably performed their duties in difficult situations courageously and bravely expressed their loyalty to the President and the military oath. Merits of 231 persons are appreciated by the Government of the Republic of Tajikistan by the state awards, including the orders and medals.

NIAT «Khovar»: What measures are being taken to strengthen the units and divisions of the National guard, in particular to provide to this structure the necessary facilities and other modern military equipments?

B. Jamolzoda: National guard of the Republic of Tajikistan is an independent military structure, which is directly subordinate to the President, Supreme commander of the Armed Forces of the Republic of Tajikistan and providing personnel with all types of equipments is adjusted at the necessary level. The units and divisions of the National guard to save the defense power of the country are provided with the property, food, weapons, military technique and other equipments, corresponding to the requirements of modern society.

Within the framework of the cooperation and links of the Republic of Tajikistan with foreign countries, the National guard has also established the military and military-technical cooperation with foreign military agencies. On this basis, have been signed a number of treaties and agreements, in particular were held useful meetings for expansion of further cooperation.

NIAT «Khovar»: What is done to develop practical knowledge and improvement of professional and military art of military officers and enlisted personnel of military units of the National guard, especially in the modern world, when rising the transnational crimes, terrorism and extremism in the world community?

B. Jamolzoda: The situation in the modern world forces us to adopt permanent measures to improve professional knowledge and skills, political vigilance of the personnel staff. First of all, to instill in staff a sense of fidelity and patriotism. Because, all deeds of a soldier or officer is directed only to defend the Homeland. Of course, it is not only work of one soldier or Department of education issues, but it is a constant process that starts in the family, it demands responsibility of all members of society.

Units and divisions of the National guard, majority of which has the status of a special purpose, constantly train and improve their fighting skills. In addition, each year the National guard on the basis of cooperation with other domestic and foreign military structures takes active part in tactical exercises, coordination of actions of law enforcement agencies, joint training, the fight against terrorism and extremism, improving their military skills and craftsmanship. In order to perform the prescribed activities, thanks to the assistance and support of the Head of State, units and divisions of the National guard are provided with special polygons, modern weapons and equipments.

Also in the military units of National guard by the responsible persons on the political and educational affairs, with involving military veterans, representatives of science and culture established explanatory works, conducts interviews and meetings with staff.

NIAT «Khovar»: What measures are being taken to improve the social status of servicemen of the National guard, especially in the direction of providing them by housing and other benefits and services?

B. Jamolzoda: Activity of the National guard is under the constant supervision of the Head of State and it is given the systematic care and support for improved conditions of service. In all units and divisions of guard are constructed and put into operation the academic buildings, tactical, sporting and engineering grounds, hostels, bakeries, restaurants, checkpoints and other conditions. Over the past twenty years has significantly improved logistics personnel, which affects the increase in the level of combat readiness.

In order to improve the living conditions of officers in the last ten years, more than 500 servicemen were provided with houses and plots of land for housing. The issue of improving the social status of servicemen is under constant control of the Government of the Republic and in the current year for ensuring the servicemen of the National guard with housing is started construction of another residential building in the city of Dushanbe.

NIAT «Khovar»: Is there educational work in military units of the National guard to strengthen the rule of law, the discipline and the responsibility of soldiers and officers?

B. Jamolzoda: For the high level of combat readiness of the personnel at all times was played an important role establishing the correct training and education of soldiers and officers to improve the military-political knowledge, enhancing the sense of patriotism, loyalty to the Homeland, honor and pride of the military.

In order to strengthen the rule of law, the discipline and the responsibility of soldiers and officers on the orders and instructions of the Supreme commander and the Government of the Republic of Tajikistan are established the educational work in military units of the National guard. On the basis of the Management plan for the political and educational work with the personnel classes are given in the education of feeling of patriotism and religious culture. Moreover, with soldiers are held evening activities, covering topics from the history of our ancestors, the heroism of the valiant sons of the Tajik people, loyalty to the Head of State and Homeland.

In addition, the National guard has established close cooperation with law enforcement agencies, in order to improve the level of military discipline, the rule of law and observance of military regulations, interviews and meetings with representatives of the Military Prosecutor’s office and military courts of garrisons are conducted, thereby raising the spiritual level of the personnel. Also, the noticeable role in the Patriotic education of young people has played the Instruction «Rahnamoi vatandor», magazine and TV program «Rodmardoni Vatan».

In military units management efforts aimed at strengthening military discipline, respecting the rule of law and requirements of the general statutes. In order to prevent abuses and educating personnel in the spirit of patriotism and valor is created campaign group.

NIAT «Khovar»: Previously the President of the country Emomali Rahmon signed a Decree, according to which, in honor of the 20th anniversary of formation of the National guard will be made jubilee medal. Please, tell, what kind of a medal is this, and will it be awarded only to servicemen of the National guard?

B. Jamolzoda: The jubilee medal «20th anniversary of the National guard of the Republic of Tajikistan» is founded by the Decree of the President of the country H.E.Mr. Emomali Rahmon in honor of the 20th anniversary of the formation of the National guard of the Republic of Tajikistan to honor the military and civil servants of the National guard for approximate execution of official, high performance in combat and social activities.

Jubilee medals will also be awarded to representatives of other ministries and agencies of Tajikistan, in which, according to the law, is provided the military service, as well as foreign citizens for their cooperation in the military sphere.
