DUSHANBE, 07.09.2018. /NIAT «Khovar»/. As we reported earlier, the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon on April 27 of this year at the regular session of the Government of the Republic of Tajikistan gave a decisive instruction to the heads of all ministries and agencies, state structures and bodies, chairmen of provinces, cities, districts, towns, villages, as well as organizations and institutions, regardless of the form of their property, to expand comprehensively the creative and improvement works throughout the country in honor of the 30th Anniversary of the State Independence of the Republic of Tajikistan, that is, until 9 September 2021.

According to the head of state’s instruction, schools, libraries, hospitals, production and sewing enterprises, sports and walking grounds, baths, barbershops and beauty salons will be built and commissioned in each mahallah, district and city of the country to meet at a high level this great national holiday.

In order to timely fulfill the instructions and orders of the head of state for a worthy meeting of the 30th anniversary of the State Independence of the Republic of Tajikistan, governmental working groups have been established and assigned to the cities and districts of the republic. In Danghara district, the working group is headed by Assistant to the President of the Republic of Tajikistan on personnel issues Asadullo Rahmon, the process of construction and creative works in this district is under constant control.

Charitable custom

During the meeting with public representatives on May 12 this year, the President Emomali Rahmon gave a cautionary and instructive example: from ancient times in our people, especially rich people, there was a charitable custom, according to which, they digged wells and built caravanserais on caravans roads and valleys, and thus helped the travelers and passers-by. That is, they did a good deed, the value of which before the Almighty is no less the fulfillment of the great Hajj. Such acts and deeds, including the conduct of water in any locality, the construction of a school, a health center or a medical center, the construction or repair of a bridge or a section of a road, according to the teachings of Imam Abu Hanifa, equals 70 religious regulations.

We got closely familiar with the results of such charitable deeds in Danghara district and lauded the various bodies and departments, public servants, generous entrepreneurs and businessmen for their contributions.

190 festive facilities

Out of 186 responsible persons who took responsibility for the construction of 190 facilities, 92 people have already started construction works. To 40 of them were allocated land for the design and construction works. Also, 50 people are engaged in preparatory works. Out of 190 planned facilities, 8 have already been completed.

The list of festive facilities consists of 31 schools, 6 kindergartens, 4 hospitals, 8 health centers, 6 medical centers, 2 maternity hospitals, 33 baths, barbershops, beauty salons, 4 hotels, 3 sewing workshops, 29 trade and service centers, 5 manufacturing enterprises, 14 sports grounds, 1 swimming pool, 4 water lines, 3 clubs, 9 energy facilities, 25 road facilities, one water park and two cultural parks. In most of them, the construction works have already begun.

The road continues to be asphalted on the territory of the district, and in total 78.86 km have been built.

It should be noted that along with the above-mentioned facilities, another 11 facilities will be built in district by the ministries, departments and entrepreneurs in honor of the 30th anniversary of the State Independence. Among them is the Khatlon State Medical University, the customer of which is the Directorate for the Construction of Governmental Facilities of the Executive Office of the President of the Republic of Tajikistan, and its contractor is LLC “STS-Inshoot”. The construction of this facility began in 2015 and 35 people are provided with work here. According to the project, the facility will be commissioned in 2019.

At the same time, along with preparations for the 30th anniversary of State Independence, a number of vital facilities will also be commissioned in district by state ministries and departments, foreign companies and entrepreneurs in honor of the 27th anniversary of State Independence. Including the new building of the medical college for 700 students, which is built for the sum of more than 22 million 600 thousand TJS, 2 seven-story apartment buildings for the employees of CJSC “Juntai Dangara Sin Silu Textiles”, the commissioning of the second stage of the textile workshop of “Juntai Dangara Sin Silu Textiles”, the construction of an administrative building and an oil refinery with a capacity of 1 million 200 thousand tons, an enterprise for the production of metal structures and an enterprise for the production of polyethylene pipes in the “Free Economic Zone” of Danghara, the construction of electrical substation power with capacity of 110 kWt in village community Lohur, enterprise for the production of emulsion pyrotechnic materials in the village “Ghijovak” of village community “Pushing” and enterprise for manufacturing of medical dressings and cosmetic materials.

“Pushing” — ahead

The number of festive facilities and the progress of construction works show that the entrepreneurs of the village community “Pushing” are leading among other village communities. Thanks to the creative works for the past two or three years, the image of “Pushing” has changed much for the better. Modern roads, which were created partly from the state budget and partly at the expense of entrepreneurs, as well as the commissioning of the trading center “Pushing” largely solved the problems of residents.

During the talk with us, the chairman of the village community “Pushing” Jumakhon Bahovaddinov said that the construction of the trading center “Pushing” began in 2016, and was commissioned in March of 2017. This center, built with a cost of more than 1 million TJS, consists of a sewing workshop, a sports hall, a beauty salon, a branch of the State saving bank “Amonatbonk”, a barbershop, a bath, an adras weaving centre, a bakehouse, food and clothing outlets. In adras weaving centre, there are 10 machines, where local women and girls are trained, who soon will be masters. In general, 40 local residents are provided with works at the trading center “Pushing”. Local residents are very pleased with the progress of improvement works and express their gratitude to the Leader of the Nation and entrepreneurs who contributed to the improvement of their village community.

Taghoynazar Baqoev, a resident of “Pushing” village, in particular, noted: “Thanks to the State Independence and the creative policy of the Leader of the Nation, the creative works are being continued in all parts of Tajikistan today, as well as new facilities meeting modern requirements are being built and commissioned. In the village community of “Pushing”, a lot of works were completed in the years of independence. Including, local roads have been asphalted, and schools, health centers and other vital facilities have been commissioned. In the trading center “Pushing”, which was built at the initiative of local entrepreneurs, operates a modern sauna, which we, pensioners and village elders, use for free. The construction of a two-storey school building is also going on in the village”.

The reservoir of “Pushing” village, which as a result of heavy rain filled with mud, has been restored. According to Ashraf Taghoev, the chairman of “Pushing” mahallah, the reservoir area is 6 hectares, and its depth is from 6 to 8 meters. 3,500 evergreen and ornamental trees are planted around it. Also around the reservoir have been built sidewalks, over 150 posters with poems and statements by great thinkers have been installed. 4 units of catamaran were brought for walks of residents. Around the reservoir, which is the best place for residents to relax, there are individual benches, trestle beds and gazebos made in the national style. There is installed sports equipment on its site, and the construction works continue near the reservoir. For the cultivation of fish in the reservoir were lowered 45 thousand fish.

According to Jumakhon Bahovaddinov, chairman of the village community “Pushing”, in “Parkamchi” village, the construction of a secondary educational institution for 480 seats, preschool institution and maternity hospital are being continued by local entrepreneur. Entrepreneur Iskandar Rajabzoda initiated to replace electric poles and asphalt roads between villages. In “Ghijovak” village, entrepreneur Abdulfattohi Ghoib started the construction of a five-storey hospital, a health recovery center, a modern teahouse, a sports complex, a swimming pool, a sauna, a barbershop, a beauty salon, a library, a culture and recreation park, as well as asphalting 1.5 km of the road.

In “Alijon” village, entrepreneur Qodir Muhammadiev reconstructed 4.5 km of the rural road. In this village, entrepreneur Zafar Mahmadiev began the construction of a center for consumer services, as well as entrepreneur Gholib Ubaidullozoda replaced 50 electric poles.

In “Dilnishin” village, the construction of an education for 240 pupils began, as well as in “Mohpora” village, entrepreneur Rustam Boboev started the construction of a school for 240 pupils. In “Olichadara” village, local entrepreneur Saifiddin Asliddinzoda is constructing an educational institution consisting of 6 classes for 140 seats. At the expense of budgetary funds, 11 km of the main road of village community is asphalted.

A great front of creativity

In general, the scope of creative work shows that entrepreneurs and residents of Danghara district are going to meet the 30th anniversary of the State Independence of the Republic of Tajikistan with notable achievements and to give the appearance of this corner of the their native land a new outline.

Today, Danghara district, like other cities and districts of Tajikistan, has become an arena or a creative front! According to the instructions of the Leader of the Nation Emomali Rahmon, preschool institutions, general schools, health centers and maternity homes for at least 15 places, special rooms for circumcision ritual, medical centers and sports grounds will be built, renovated and reconstructed in each settlement, village and town will be built within next three years.

Also, the construction of libraries and baths with barbershops and beauty salons, parks and squares, places for mass walking and recreation, the creation of manufacturing enterprises, including sewing workshops, the manufacture of folk crafts, the provision of drinking water to the population, the repair of rural roads, the construction of new gardens is among the creative works that must be completed by the great national holiday.

The instructions and orders of the President of the Republic of Tajikistan are the next creative initiatives of the head of state, the purpose of which is to radically change the appearance of the villages of the country, to raise the standard of living of the population in the villages and to bring villages closer to urban conditions. It was said by the Leader of the Nation at a meeting with public representatives, as follow:

“I want to emphasize that the implementation of such works on the one hand contributes to the elimination of social problems, the improvement of all corners of our beloved Homeland, and on the other – will be created conditions for teenagers and youth, that is, the future generation of the Tajik people, for their education and upbringing, as well as modern medical and social services for the people of the country…”.
