«STAFF MEETINGS» PROHIBITED. The results of work of interagency commission in charge of providing law and order in GBAO.
DUSHANBE, 20.10.2018 /NIAT «KHOVAR»/. As we reported earlier, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon on September 15, 2018 held a meeting with public active of the Gorno-Badakhshan Autonomous Region, during which he gave a number of specific instructions to responsible persons in order to ensure rule of law; maintain public order and security, the detention of criminals in search, seizure of illegal weapons and ammunition and investigation of drug related crimes.
In this context, interagency commission in charge of providing law and order in the GBAO has been established.
It should be noted that to date 186 illegally possessed firearms have been seized, in particular seventy two assault rifles Kalashnikov, three machine guns, two grenade launchers, one anti aircraft complex, thirty seven pistols, eleven carbines, forty seven types of other weapons, thirty six grenades, more than 4700 units of ammunition and 900 grams of explosives from the leadership of organized crime gangs of Khorugh — Ayombekov Tolib Abdrahmonovich, Mamadboqirov Mamadboqir Karamalishoevich, Mamadaslamov Yodgor Shomusallamovich, Mazorov Khursand Mirzohayotovich, Shanbiev Munavvar Navruzbekovich and dozens of province residents.
Despite the seizure of such a quantity of weapons and ammunition, a large of number of firearms and ammunition are still illegally in the hands of the leaders of organized criminal groups and individuals.
Therefore, the interagency commission in charge of providing law and order decisively demands the surrender of all illegally stored weapons. And in the event that the weapons and ammunition are not handed over to the end, the leaders and members of organized criminal groups will take immediate action in relation to their existing laws.
At this fateful time, when the glorious residents of the region are looking for ways to eliminate the existing shortcomings, the organized criminal groups of the Shughnon district attempted to smuggle drugs and firearms. On October 2, 2018, as a result of conducting operational-search activity, officers of the Office of the State Committee for National Security of the Republic of Tajikistan for the GBAO prevented illegal actions of an organized criminal gang from the Islamic Republic of Afghanistan and the Shugnan region of Tajikistan, which intended to deliver a large quantity of weapons, military equipment and drugs to the Shugnan district of GBAO.
During the operation in an armed clash in the border town of Barchidi of Porshnev village, Shugnan region, using the darkness time, the smugglers disappeared from the crime scene.
While inspecting the scene of the incident, were founded and seized four assault rifles Kalashnikov and 25 kg of narcotic drugs, of which 10 kg of heroin, 13 kg of hashish and 2 kg of opium.
One of the main requirements of the Head of State is the fight against crime, ensuring the rule of law and the capture and prosecution of criminals who are wanted.
As a result of the explanatory work, 21 criminals who were in the wanted list, of which 14 voluntarily came to law enforcement.
The criminals, who are still on the official wanted list, were appealed to the authorities, and it was emphasized that they should take advantage of the mitigating circumstances provided for by law.
Another activity of the interagency commission is a decisive streamlining of the movement of vehicles and the prevention of offenses.
As a result of enhanced security measures, 3053 violation of the traffic rules were revealed, including 32 illegal tinted vehicle windows, 53 without state numbers or with foreign state numbers, 18 cases of driving without a valid driver’s license, 110 cases of speeding, 31 cases of failure to obey a police order, 13 cases of driving while intoxicated and 2,387 other offenses.
It should be noted that the majority of citizens made the necessary conclusions about their illegal actions. Owners of 210 cars voluntarily clean tinted windows.
There are still owners of cars with illegal tinted windows, without state numbers, which made violation of rules and regulations relating to road traffic.
The interagency commission decisively emphasizes that the Department of State Automobile Inspectorate of MIA in GBAO and other law enforcement agencies will function in accordance with the current legislation until the completion of the illegal activities of organized criminal groups in the city of Khorog, until there is confidence in ensuring the full safety of citizens until the weapon is completely withdrawn and the criminals who are wanted are not detained. Also, in order to eliminate all violations of the law while driving vehicles, strict compliance with the current legislation, the operation of posts in the city of Khorog will be expanded. In the case of interference and obstruction of the legitimate activities of these posts, in accordance with legal regulations, a fitting rebuff will be given.
In addition, in order to ensure the transparency of the posts of Department of State Automobile Inspectorate of MIA in GBAO, to show the true face of those who do not comply with the requirements of the law, video surveillance will be installed at all posts. Video recordings of non-compliance with the legal requirements of law enforcement officers will be shown to all residents of the region and the republic.
According to the verified data of the interagency commission, the leaders and active members of organized criminal groups (OCGs) hold staff meetings in mahallas, restaurants and in the community with the involvement of the simple-minded and misguided young people of Khorog and the surrounding areas. In most cases, “staff meetings” of organized criminal groups are held in the Shugnon, Shomi Badakhshon, Atlant, Marco Polo restaurants, the Murgob and Orzu canteens, and the Tishor hotel.
In this regard, the interagency commission decisively declares that in the future the “staff meetings” of young people in mahallas, restaurants, canteens, gyms and other places, by the leaders and active members of criminal groups will be considered as measures are taken according to Article 187 of the Criminal Code.
Along with this, buildings in which such “staff meetings” of organized criminal groups are held will be documented in accordance with the requirements of the criminal legislation of the Republic of Tajikistan, and measures will be taken to terminate activities and change the purpose of using such buildings, up to their confiscation.

This is how we can prove our loyalty to the Motherland, the nation and the people. Unfortunately, young people are under the influence of certain criminal groups and avoid serving in the ranks of the Armed Forces of the Republic of Tajikistan.
