Reaction of the international community on elimination of consequences of natural disasters in Tajikistan
Dushanbe, 13.08.2015. (NIAT «Khovar»). – The natural disasters that occurred simultaneously in Rushan, Shugnan, Darvoz and Vanj districts of Badakhshan region, Rasht, Tavildara, Jirgatal districts of Republican subordination, as well as the districts of Ayni and Mountainous Mastchah of Sughd region in the month of July have caused tremendous material damage to Tajikistan. According to preliminary data, about 100 million USD damage was estimated in the whole country, including water sector, as well energy, transport and social sectors.
The Government of the country quickly reacted to the situation. The elimination of consequences of natural disasters became an important state task. The extraordinary meeting of the Government of the Republic of Tajikistan was convened in which the various options for providing assistance to the affected population were considered. The Head of State, H.E. Mr. Emomali Rahmon has instructed the State Commission and the Staff on Elimination of Consequences of Natural Disasters to completely rebuild the destroyed homes by November 6, 2015, so the people who remained without houses as a result of natural disaster are provided with the new houses by winter. It was ordered, to provide one-time assistance in the amount of 10 thousand TJS to families, whose houses are completely destroyed, and 6 thousand TJS to those, whose houses were partially damaged.
In addition, a special account was opened, where all sympathetic donation to the residents of the affected districts could be transferred.
Today, all possible efforts are done for elimination of disaster consequences. The destroyed houses and infrastructure are being restored. However, despite the provided assistance, the state and population of affected districts are still in need of attention and assistance.
The Ministry of Foreign Affairs of Tajikistan did not remain away from occurred trouble and took appropriate action. It made an official appeal to the entire international community on assistance to our country and received responses from many concerned States and international organizations.
In particular, Kirgizstan, China, Russia, USA, Germany and other International Organizations had provided aid.
The glacial melt and heavy rains increased the water level of the mentioned region’s rivers and caused this disaster.
The most serious damage was caused to facilities of the Badakhshan region’s national economy of Shugnan.
As a result of mudflow, destroyed roads, power lines, agricultural land, houses and utility buildings, and other socio-economic infrastructure.
In particular was completely destroyed a make longer of road Khorog — Murgab with a total length of 3.5 km.
In the hardest-hit villages of Shugnan district’s of Barsem, Berdibekov and Kolkhozobod were completely destroyed 58 and partially 14 homes, 1 secondary school, 6 stores, 2 pedestrian bridges and two road bridges, one gas station, and destroyed 6 km high-voltage (35 kW) 2 km transmission lines (10 kW), and 2 km of the road of regional value, as well as destroyed 5 car parks, 6 vehicles and 1,300 meters of irrigation canals, and 3,000 different trees.
As a result of debris gatherings in several Pamir’s districts (Shugnan, Ishkashim, Roshtkala, Vanj, Darvaz and Rushan) are also badly affected irrigation facilities with a total length of 4.1 km and bank buildings with a total length of 2.0 km.
In the village of Lugad, Vanj district as a result of retirements mud completely destroyed road bridge, mudflow demolished trailer, two bulldozers and trucks. As a result, six people were killed.
From floods and mudflows affected some districts of the Khatlon region. Destroyed shore protection structures and coast with a total length of 43 km.
In Sogd region as a result of going up levels of water in the Zarafshan basin river disabled pumping stations in Ayni district, completely destroyed a road bridge and partially damaged another road bridge near Mountainous Mastchah .
In the republican subordination districts, were mainly affected the districts of the Rasht valley, Nurobod, Rasht, Tajikabad, Jirgatal and Tavildara and the city of Tursunzoda.
As a result of rising water levels in rivers Surkhob, Obikhingob and Shirkent were destroyed shore protection structures and a total length of 8,5 km coast and about 25 km away.
In the village Pingun, Rasht district by heavy rains later a landslide blocked the river bed Kamarob, which completely destroyed 60 houses with porches, 1 road bridge, 10 km of road, two pedestrian bridges, an 2 mills, 5 transformers and 1 cottage.
Also, in the villages of Bedak and Halkarf were completely destroyed and 50 partially damaged about 100 households. In addition, in the Rasht district was destroyed 7 km power line. A person died in the village of Bedak.
