The holding procedure and composition of the Republican Commission for competition on the best draft design of the “Independence and Freedom” Architectural Complex
DUSHANBE, 17.02.2018. /NIAT “Khovar”/. On the occasion of the 30th anniversary of the Independence of the Republic of Tajikistan, the Government of the Republic of Tajikistan has announced competition on the best draft design of the “Independence and Freedom” Architectural Complex with the aim of protecting cultural values, raising national consciousness and nurturing independence and freedom means in hearts of citizens. The “Independence and Freedom” Architectural Complex will be built in the capital of Tajikistan – Dushanbe city.
I. General Provisions
1. This procedure determines the conditions for the holding of competition on the best draft design of the “Independence and Freedom” Architectural Complex in Dushanbe city, dedicated to the 30th anniversary of the State Independence of the Republic of Tajikistan.
2. The competition is being held on the basis of the Executive Order of the President of the Republic of Tajikistan dated of 19 December 2017 No. 968 “On celebrating the 30th anniversary of the State Independence of the Republic of Tajikistan” for defining the best draft design of the “Independence and Freedom” Architectural Complex in Dushanbe.
3. Both local and foreign legal and physical entities may participate in it. The form of contest is open and free. It will be held in one tour.
4. The organization and observation of the competition are entrusted to the Republican Commission (hereinafter as the Commission).
II. Goals and objectives of the competition
5. The goal of competition the implementation of the Executive Order of the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon on celebrating the 30th anniversary of the State Independence and the constructing the “Independence and Freedom” Architectural Complex in Dushanbe.
In this regard, it is announced a competition to find the best draft design, which reflects the history, culture, the idea of self-awareness, the achievements of the period of independence, the meaning of national unity, political rights and freedoms of citizens and the main directions of sustainable socio — economic development, and contributes the adorning the image and attractiveness of the capital of the Republic of Tajikistan – Dushanbe city.
The content, meaning and essence of the symbol “Independence and Freedom” should be reflected in the draft design. The whole complex should be associated with these two concepts, express and replenish them.
III. Powers, tasks and procedure of the Commission’s activity
6. The composition of the Commission functions within this Procedure and implements following tasks:
— organizing and summing up of the competition;
— selection of the best draft among submitted draft designs of the competition’s participants and definition of its level;
— if it is necessary to involve sector’s experts to select the best draft designs;
— to award winners;
— consideration of disputable issues and appeals of the participants of the competition.
7. The Commission carries out its activities within the framework of its powers on the basis of the provisions of this Procedure by studying draft documents and holding meetings.
8. The meetings of the Commission shall be considered competent in case of participation of at least 2/3 of its participants. The decisions of the Commission shall be taken by secret ballot with majority votes of members (over 50%). In the case of equal number of votes, the vote of the Chairman of the Commission shall be decisive. The protocol of the final meeting of the Commission shall be signed by its Chairman and secretary.
9. In order to hold the competition at a high-level, the Commission, within its powers, may, in case of necessary, engage the working group among experienced specialists of sector, ministries and departments, public organizations and civil society to the activities of the Commission.
IV. Powers of the Chairman of the Commission
10. The Chairman of the Commission has the following powers:
— leads the Commission and the distributes tasks among the Deputies of the Chairman of the Commission and its members;
— appoints the days of the Commission’s meetings;
— in case of necessary, creates a working group among experienced experts;
— takes measures on the course of competition, discussing and solving problems in accordance with the established Procedure;
— adopts and approves recommendations for the holding of competition;
— approves Commission’s official documents (protocols, decisions, etc.);
— presents information on the course and results of the competition to the President of the Republic of Tajikistan.
V. Conditions and requirements of the competition
11. The competition is based on the principles of equality and free creativity, the preservation of customs, the interpretation of national values and the development of architectural art.
12. The competition is held using the indicators specified in this Procedure, taking into account the analysis of results and examination of the submitted drafts and compliance with the established norms.
13. During the competition and summing up its results, the use of methods of modern high architectural art is assessed as an initial one, the opinions and assessments of the working group, which includes experienced specialists of sector, ministries and departments, public organizations and civil society, are taken into account.
14. The project should cover historical and cultural values, express the state symbols, as well as designed from the aesthetic point of view of the historical and modern Tajik culture and high art inherent in urban planning and architecture.
15. The square and its surroundings should be decorated with flowers and rare evergreen ornamental trees, and the alleys and paths should be paved in a special way by local natural stones.
16. In this context, the basis of national statehood, the formation of the historical thinking of the people from ancient times to the Samanid era and from that time to the period of state independence and absolute freedom, should be taken into account. In particular, it should be taken into account the expressing of some events, which became an element of improving people’s self-awareness, by historical memory.
17. The choosing decorative drawings, walls and symbols, as well as the monument itself and other surrounding it structures, should express the indestructible spirit of the Tajik people, its greatness and spiritual power, eternal image and feats of its brave sons. Also, the ancient history and culture of the Tajik people, national symbols, humanism and spiritual generosity of this culture-loving nation should be displayed.
18. The use of some historical archaeological signs, historical sources of ancient monuments and paintings, which expressed the courage and heroism of the Tajik people, should be taken into account.
19. In order to give the majestic view to the architectural landscape, it is necessary to use creatively historical and cultural elements of urban planning of ancient Tajik cities.
20. In one direction of the square, it should to include a high painted wall entitled “Nigoriston” (Gallery) with high skill and using local natural stones, as well as in accordance with the area that will be used as a scene for the holding of official state celebrations (State Independence, Nawruz, National Unity Day and others). This wall should be decorated with pearls, lapis lazuli, rubies, turquoise and other precious stones of Sughd, Bokhtar and Badakhshan. In the center there should be a fairy-tale bird with an Aryan halo, seven stars, which traditionally had a special place in the architectural art of our ancestors, as well as other symbols of statehood.
21. The creation of the wall “Nigoriston” with historical symbols of statehood, freedom-loving and achieving National Independence is the new historical stage and it will make doubly the responsibility, historical memory of the people and society concerning history, past and current cultural values.
22. The following requirements shall be taken into account in determining the winner of the competition:
— the best form, appearance and architectural solution;
— to propose in draft the improvement of the territory (area), technical part, architectural services, as well as technical and economic indicators of the “Independence and Freedom” Architectural Complex.
VI. Location
23. According to plan, the symbol of the “Independence and Freedom” Architectural Complex to build in the central part of Dushanbe city, on an area of 8.5 hectares at the confluence of the Dushanbinka and Luchob rivers in the southern part of the Tajik National University, in Nizomi Ganjavi street (the location plan is attached).
VII. List of required documents for submission
24. The following documents are submitted for the competition:
— a memo not more than 4 pages (in two copies) indicating the main architectural, construction and technical issues of the facility;
— master plan in scale 1:1000;
— projects in the form of А0 (800 cm х 1200 cm);
— facade projects in the scale of 1:100, 1:200;
— projects of floors and sections in the scale of 1:100, 1:200;
— development of graphic materials, 3D (video recording) and a memo on a free level;
— the slogan writes in the upper left corner of the project and a letter with word (the height of the inscription is 10 mm);
— in the letter, enclosed in the envelope, are indicated the necessary information about authors — name, last name, surname or the name of the enterprise (organization), address and phone number.
25. The group’s draft, along with the slogan on a separate sheet, is additionally signed by the authors:
— while developing competitions documents can use computer graphics and a layout.
26. The projects submitted to the competition with violation of these conditions and after the deadline will not be considered.
VIII. Terms of draft submission
27. Those interested to take part in the competition can submit their documents to the Government of the Republic of Tajikistan from February 1 to April 30, 2018 with a note “To the competition” at the address: 36, Huseynzoda St., Dushanbe, Republic of Tajikistan.
28. The submitted documents will be registered in a separate book with the date of their receipt.
IX. Awards for the winners of the competition
29. The winners of the competition will be awarded in the following form:
— for the first place — 15 thousand TJS;
— for the second — 10 thousand TJS;
— for the third — 7 thousand TJS.
Other participants of the competition will be awarded with diplomas.
The Commission provides wide coverage of this Procedure and the results of the competition through print and electronic media.
To encourage other participants of the contest will be established by ratification.
