President Emomali Rahmon Meets with Leaders and Employees of Justice Authorities

On July 14, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, after the inauguration of the building of the Ministry of Justice of the Republic of Tajikistan, met with leaders and employees of the country’s justice authorities in the spacious hall of the new facility.

First, the Head of State, Emomali Rahmon, congratulated all participants in the meeting on the occasion of the inauguration of the new building of the Ministry of Justice.

The Leader of the Nation, Emomali Rahmon, described the construction of the facility as the result of the state’s special attention to the development of the legal system and the creation of appropriate conditions for the activities of civil servants.

It was emphasized that the justice authorities of Tajikistan, along with other state bodies, including law enforcement agencies, are at the forefront of protecting the fundamental rights and freedoms of man and citizen, safeguarding the rule of law and justice.

In the opinion of the Head of State, the new building of the Ministry of Justice is not just an administrative facility, but an expression of respect for the law, justice and the sustainability of national independence.

It was said that the history of the Tajik justice system is inextricably linked with the long history of statehood and the destiny of the nation. Our ancestors created universal human values, in particular, justice, traditions of statehood, rule of law, and legal culture thousands of years ago and presented them to mankind.

“Cyrus the Great, also known as the founder of the first empire in history, the Aryan Achaemenid statehood, has a special and prominent position in human civilization as a symbol of justice, tolerance, and respect for and observance of human rights,” said His Excellency Emomali Rahmon.

The Leader of the Nation added that “the adoption by the prestigious UNESCO organization of a resolution entitled “Cyrus Cylinder: An Early Charter of Human Rights and Cultural Diversity”, which was initiated by Tajikistan, is a testament to these words and a source of pride for each of us.

It should be said that during the period of independence, comprehensive legal reforms were implemented in order to strengthen national statehood and ensure the development of the country’s legal system, and this process continues.

Honorable Emomali Rahmon noted that the Government of the Republic of Tajikistan, in order to create working conditions for justice officials, built better and more modern buildings of justice centers in 33 cities and districts of the country during the years of independence. In 5 other cities and districts, administrative buildings were completely renovated and provided with modern conditions.

The introduction of the concept of “electronic government”, the creation of centralized information and legal databases, the digitization of state services, the improvement of the activities of notaries and civil registry offices was named among the measures of the Government of the country, which contribute to increasing transparency, citizens’ access to state services, and strengthening social justice.

It was emphasized that the justice authorities also play an effective role in increasing the legal awareness of the population and developing the legal culture of society.

“We must always remember that the rule of law is the basis of the stability of the state, the guarantor of social justice, and an important condition for the peaceful life of the people,” said the Head of State, Emomali Rahmon.

The Ministry of Justice was instructed to strengthen the work to improve the legal thinking of society and consider it one of the important areas of its activity.

During his speech, the President of the country, Emomali Rahmon, analyzed the situation in the sector and the activities of justice authorities, and set specific tasks for the management and employees of this influential institution to correct some shortcomings.

The main attention was paid to the quality of the development of draft legal documents submitted to the Government of the country.

In this regard, the leadership of the ministry was instructed to increase the level of professionalism of employees and introduce comprehensive experience in drafting legal regulations.

It was emphasized that the shortage of highly qualified personnel in the field of international law, registration and supervision of the activities of public associations also requires improvement.

It was considered necessary to intensify activities to provide legal information to the population, including by holding mobile meetings, taking other measures to increase the level of legal knowledge of the population and facilitate the resolution of their legal disputes.

The Main Department of Criminal Punishment Enforcement was instructed to completely review and update the system of internal control, operational work, personnel selection, studying the psychological state of employees and convicts, preventing the entry of prohibited items into correctional institutions, and observing the rule of law.

The Leader of the Nation, Emomali Rahmon, noted that on the occasion of the 35th anniversary of state independence and the implementation of a humane policy, the Law of the Republic of Tajikistan “On Amnesty” was adopted, which allows those who have committed crimes to reform and return to their families and relatives.

Therefore, the leadership of the Main Department of Criminal Punishment Enforcement received instructions from the Head of State to ensure the correct and impartial implementation of this law and to prevent corruption factors during its implementation.

The President of the country, Emomali Rahmon, instructed that, using existing opportunities, the legal system of the state should be further improved and all necessary conditions should be created for the formation of a developed, law-based, and modern state.

The Head of State, Emomali Rahmon, stated that the development of modern technologies, the digitization of state services, especially in notarial activities, registration of civil status documents, and improving the quality of legal services are among the important areas of activity of the justice authorities.

In this process, it was considered necessary to pay serious attention to the issues of increasing the level of professionalism of employees, studying international law, and mastering two foreign languages.

Employees of the justice authorities were required to serve the people of Tajikistan with even greater responsibility, loyalty, and honesty.

After the speech, a question-and-answer session was held between the Head of State, Emomali Rahmon, the Minister of Justice, Muzaffar Ashuriyon, and the heads of other relevant ministries and departments.
