President Emomali Rahmon Inaugurates New Environmental Protection Department Building in Kulob

Continuing his working visit, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, inaugurated the building of the Environmental Protection Department in the Kulob region and inspected its facilities.
It was reported that the facility was constructed in honor of the 35th anniversary of State Independence with the support of the Committee for Environmental Protection under the Government of the Republic of Tajikistan; the construction was carried out by the contractor «Dilafruz» LLC over a period of nearly five years, employing 45 local workers. The newly constructed building houses the departments and divisions of the Department’s central office, the digitalization and innovation center of the Committee for Environmental Protection for the Kulob region, a 110-seat conference hall, 25 offices equipped with modern technology, a laboratory, a library, a guesthouse with six bedrooms, a canteen, and other auxiliary facilities—all furnished with appropriate desks, chairs, and advanced industry-specific equipment.
The Head of State, Emomali Rahmon, deemed the construction of such a modern facility in the center of Kulob vital for the sector’s development and instructed officials to take additional measures to ensure high-quality oversight, effective environmental protection, and the implementation of the «State Greening Program of the Republic of Tajikistan for the period up to 2040.»
Solar panels with a capacity of 36 kilowatts have been installed on the roof of the new environmental protection building, ensuring a continuous power supply throughout the year. Previously, the Department’s staff worked in a building constructed in the 1950s, where working conditions did not meet modern standards.
With the opening of the new facility, the Department’s staff—numbering nearly 50 people—will continue their work in a modern building with excellent conditions, applying their knowledge and skills to the sector’s development.
The Head of State was also presented with new programs for the sector’s digitalization, implemented by the Committee for Environmental Protection within the framework of the «Years of Digital Economy and Innovation Development (2025–2030).»
It was reported that the development of new versions of programs—including «Nazorat» (Monitoring), «Ecomep,» the Contact Center, the Atmospheric Monitoring Station, and the digitalization of Tajikistan’s land resources using artificial intelligence—has significantly streamlined monitoring operations and greatly improved the quality of services provided to specialists and citizens. The «Nazorat» (Monitoring) electronic application enables inspectors and relevant officials to pinpoint the location of environmental violations via geolocation, record the necessary data electronically, and generate an electronic protocol.
Meanwhile, the «Ecomep» application serves as a unified environmental database, consolidating key sectoral information in an organized, digital format.
A contact center accessible via the short number 2122 has also been established, allowing citizens to report potential violations of environmental protection laws and submit their inquiries.
This initiative represents a significant step toward the digitalization of the Committee for Environmental Protection’s operations, creating a favorable foundation for improving environmental information management, enhancing transparency, and developing digital services within the sector.
