Members of the Representatives Assembly’s Council Make Amendments to the Criminal Code

DUSHANBE, 29.09.2020. (NIAT Khovar) – Yesterday, at a meeting of the members of the Council of the Representatives Assembly, which was chaired by Assembly’s Speaker Mahmadtoir Zokirzoda, the officials discussed the drafts laws On Introducing Amendments to the Code of Administrative Offenses, On Introducing Amendments and Additions to the Procedural Code, and On Introducing Amendments to the Criminal Code.
Chairman of the Assembly’s Committee on Legislation and Human Rights Emomali Nasriddinzoda presented the draft law On Introducing Amendments to the Code of Administrative Offenses and noted that the draft was submitted by the government using the right of legislative initiative.
“Also, the project was developed jointly with the draft law On Introducing Amendments to the Criminal Code and is intended to bring to administrative responsibility for a person’s actions in the absence of signs of a crime,” mentioned Nasriddinzoda.
The draft was developed in order to fulfill the President Emomali Rahmon’s instruction, which was given on December 28, 2017 during a meeting with national security officials in order to introduce preventive methods of countering extremism through the implementation of administrative punishment and official warning of citizens.
During the consideration of the draft law On Introducing Amendments to the Criminal Code Nasriddinzoda stressed that the draft of this law was also submitted by the government using the right of legislative initiative.
The draft of this law was developed simultaneously with the introduction of a new article into the draft law On Introducing Amendments to the Code of Administrative Offenses, which determines the body considering administrative cases provided for by this article for the imposition of punishment, along with fines in the form of administrative arrest.
