Ministry of Health Reports on the Successful Implementation of Healthcare Financing Reform

DUSHANBE, 19.10.2021 (NIAT Khovar) – The Ministry of Health and Social Protection of the Population of Tajikistan reported on the successful implementation of the health financing reform.
According to the ministry, in the past 30 years, the health care budget rose from 956,000 somoni to over 2.3 billion somoni, which is 2,458 times more than in 1992.
“The health care budget in 2021 increased by 105.8 and 4 times, respectively, compared to 2001 and 2011. The financing of the industry in comparison with GDP in 2001 and 2011 increased by 2.78 and 1.25 times, respectively. Per capita expenses in 2021 amount to 242.1 somoni, which is 55 and 3 times more than in 2001 and 2011, respectively,” the ministry cited.
For the reform of health care financing, a number of important documents were developed, such as the Concept of Health Care Reform in Tajikistan, the Strategy for Financing the Health Care Sector of Tajikistan for 2005-2015, an inter-sectoral short-term plan for 2006-2008 for the implementation of the Strategy for Financing the Sphere Healthcare of Tajikistan for the period 2005-2015, the introduction of per capita financing in primary health care institutions, the Strategic Plan for Further Reforming the Healthcare System in Tajikistan for 2015-2018, and the Strategic Plan for the
Reform of Healthcare Financing in Tajikistan for 2019-2021.
The goal of the reform is to develop a sustainable and integrated system of health care financing through equal distribution of resources and increased efficiency to ensure universal access within the framework of the program of state guarantees, and to improve the quality of health services.
