On April 17, an extraordinary session of the Government of the Republic of Tajikistan was held under the chairmanship of the President of the Republic of Tajikistan, Leader of the Nation, Head of the Government of the country, Honorable Emomali Rahmon.
The session, which was attended by members of the Government, heads of relevant bodies, and chairmen of the Rasht and Tojikobod districts, discussed the issue of accurately determining the consequences of the earthquake in the Rasht and Tojikobod districts and their elimination.
The President of the country, Honorable Emomali Rahmon, emphasized that the purpose of holding an extraordinary session of the Government of the Republic of Tajikistan is to eliminate the consequences of the earthquake as soon as possible, support and provide comprehensive assistance to the affected population.
It was emphasized that in order to determine the damage caused by this natural disaster and organize work to eliminate its consequences, a government commission was urgently established under the leadership of the Deputy Prime Minister of the country consisting of heads of ministries and agencies, and was sent to the Rasht and Tojikobod districts.
The Head of the Government Commission, Deputy Prime Minister of the Republic of Tajikistan Sulaymon Ziyozoda, heads of a number of relevant authorities and chairmen of the Rasht and Tojikobod districts reported to the Leader of the Nation, Honorable Emomali Rahmon, on the consequences of the earthquake and the organization of relief work.
It was reported that on April 13, 2025, at 09:24, an earthquake occurred in the country. Its epicenter was located 160 kilometers from the city of Dushanbe and 21 kilometers from the Rasht district, and the earthquake intensity at its epicenter was 5-6 points, in the Rasht region it was 4-5 points, and in the city of Dushanbe it was 3 points. On the same day, three other earthquakes of lesser intensity were recorded in the region.
According to the information, in these districts a total of 65 residential buildings were completely destroyed and 193 houses were partially destroyed, 150 other houses were slightly damaged, and 193 auxiliary facilities were damaged. In particular, 1 regional hospital, 2 medical centers, 8 secondary educational institutions and other facilities were damaged.
As a result of this natural disaster, 1 person died and 16 others sustained various injuries.
The Head of State was informed that work to determine the full extent of the damage is ongoing.
After the report of the responsible persons, the President of the country, Emomali Rahmon, gave specific instructions to the Government Commission, relevant bodies and the heads of the Rasht and Tojikobod districts to promptly and completely eliminate the consequences of this earthquake, solve the problems that have arisen, and provide the affected population with comprehensive assistance and care.
In particular, the Government Commission and the district headquarters of Rasht and Tojikobod were instructed to immediately take the necessary measures to determine the damage caused by the earthquake, organize relief work and fully eliminate the consequences of the natural disaster in the shortest possible time.
The executive bodies of state power of the Rasht and Tojikobod districts and other relevant structures were instructed by the Head of State to immediately determine the volume and amount of damage, taking into account the list of families whose houses were completely or partially destroyed, and other damaged buildings and structures.
It was also instructed that responsible persons, based on the documents approved by the commissions for emergency situations of the Rasht and Tojikobod districts, submit a verified list of affected families for the provision of one-time material assistance.
The Head of State, Honorable Emomali Rahmon, instructed the relevant authorities to assess the condition of damaged state buildings and structures, allocate the necessary amount of construction materials, food and basic necessities, and develop projects for four- and two-room houses, taking into account earthquake-resistant construction standards, to build houses for the affected families in the shortest possible time.
It was instructed that the executive bodies of the Rasht and Tojikobod districts, after the construction materials are available, together with the population and generous and patriotic individuals of the country, take measures to urgently start construction work and restore damaged houses.
The President of the country, Emomali Rahmon, instructed the relevant structures to allocate plots of land to families whose houses were damaged for the construction of residential buildings in safe areas.
The Leader of the Nation, Emomali Rahmon, demanded that the relevant ministries and agencies take decisive measures to quickly resume the educational process, provide timely treatment to those injured, strictly monitor the sanitary and epidemiological situation in the areas affected by the natural disaster, and promptly provide residents with medicines and other medical supplies.
It was emphasized that the activities of educational institutions and the process of educating and training students, including in temporary places, should continue without hindrance.
Based on the instructions of the Head of State, Emomali Rahmon, other structures were tasked with the relocation of the population from areas with high seismic risk in the Rasht and Tojikobod districts, conducting a comprehensive study of the consequences of the earthquake and the reasons for its occurrence, and to submit a proposal to the Government of the country for earthquake-resistant construction in the affected area.
The “Tojiksughurta” (Tajik Insurance) company, together with the executive bodies of state power of the Rasht and Tojikobod districts, received an order from the Head of State to pay each family of the population affected by the earthquake, regardless of the existence of an insurance contract, according to the list compiled by the Government Commission.
Generous and self-sacrificing people, including those who spend a lot of their money on Hajj and Umrah, were called upon to direct their donations to provide assistance to the victims of this and other natural disasters.
The executive bodies of the Rasht and Tojikobod districts were instructed to fully commission new houses for families whose houses were completely destroyed by November 1, and to further work on preventing the consequences of natural disasters, including preparing the relevant infrastructure, raising public awareness, and other measures.
The Leader of the Nation, Emomali Rahmon, instructed the heads and officials of ministries, agencies, and executive bodies of the Rasht and Tojikobod districts to ensure the timely fulfillment of the assigned tasks with a high sense of responsibility and to regularly provide information on the results to the Government of the country.
The President of the country, Emomali Rahmon, entrusted the Prime Minister of the Republic of Tajikistan with the supervision of the implementation of instructions and assignments on eliminating the consequences of the earthquake.
