President Emomali Rahmon attends the first session of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, 7th convocation

On April 11, the first session of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the seventh convocation was held, in which the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, participated and delivered a speech.

The first session of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the seventh convocation began under the chairmanship of the oldest member of the Majlisi milli, Nizom Qosim.

After fulfilling the official regulations for the opening of the session and the election of its working bodies, the first election of the leadership of the Majlisi milli Majlisi Oli of the Republic of Tajikistan was held.

Members of the Majlisi milli, through a secret ballot, supported the candidacy of His Excellency Rustam Emomali for the position of Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan.

The elected Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, addressed the audience and took the oath of allegiance to the state and people of Tajikistan.

Then, the work of the first session of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the seventh convocation continued under the chairmanship of the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the Republic of Tajikistan, Honorable Rustam Emomali.

During the session, the First Deputy and Deputy Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan were elected, and they also spoke to those present and took the oath of allegiance.

Then, at the first session of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the seventh convocation, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, spoke and reflected on the most important aspects of political, economic, social life, prevention of all kinds of threats and dangers of the modern era, and other areas of public life.

The Head of State, Honorable Emomali Rahmon, congratulated all members of the  Majlisi milli   Majlisi Oli of the Republic of Tajikistan and its leadership on their election and appointment, and wished them success in exercising their responsible powers.

It was emphasized that members of the Majlisi milli should pay special attention to the development of laws.

“Taking into account the goals of long-term development and improving the well-being of the people, laws should be developed that are aimed at strengthening state independence, security and political stability, sustainable economic, social and cultural development, further enhancing the fields of education, healthcare, rural development, and the efficient and economical use of land and other natural resources,” — the Leader of the Nation stated.

In this regard, the Head of State, Emomali Rahmon, emphasized that members of the Majlisi milli should have close and constant cooperation with other entities with the right to initiate legislation, including deputies of the Majlisi namoyandagon.

It was also stressed that laws should be developed taking into account the country’s strategies, programs and strategic goals, cooperation with other countries, the international community, and strengthening the foundations for the development of civil society.

It was emphasized that members of the Majlisi milli should make a significant contribution to the timely implementation of medium-term development perspectives and programs, the country’s rapid industrialization, the «green economy», the digitization of the national economy and its various sectors, the full transition to «e-government», non-cash payments, and the creation of new jobs.

The Leader of the Nation, Emomali Rahmon, considered it necessary to focus on the issues of further improving the quality and living conditions of the country’s population, achieving steady development of the national economy, and the transition to an industrial-based economic model.

The Head of State, Emomali Rahmon, stated that when developing and approving laws, members of the Majlisi milli should comprehensively study their economic and social foundations and their effectiveness in the development of all levels and improving the lives of the people, and in this process, their necessity, importance, and feasibility should not be overlooked.

In connection with the very complex, complicated, difficult and challenging situation on the world scene, the Head of State, Emomali Rahmon, stated that “in order to prevent their negative impact, we must expand our activities more than ever, always be with the people, mobilize all structures and authorities, civil society institutions and members of the public in this direction”.

The President of the country, Emomali Rahmon, emphasized that in order to achieve the set goals, it is necessary to implement national strategic goals, including the full achievement of energy independence, food security, rapid industrialization of the country and ensuring productive employment.

It was pointed out that only in close cooperation between responsible officials and the people is it possible to ensure all the opportunities for the development of various industries, including the mining, light and food industries, and thus establish new manufacturing enterprises, create new jobs and increase the export of finished domestic goods with high added value.

Global problems, including climate change, especially water shortages and successive droughts, rising food prices in the world, and the negative impact of the aforementioned factors on the consumer market, were among the issues to which the Leader of the Nation, Emomali Rahmon, paid close attention. The high responsibility of members of the Majlisi milli and heads of executive bodies of state power of regions, cities and districts for solving existing problems was stressed.

In connection with the preparation for the great national holiday — 35th anniversary of state independence, it was considered necessary to expand development work from every family to the most remote villages and ensure the implementation of tasks in this direction, including the construction of preschool and secondary education institutions, within the established time frame.

The responsibility of members of the Majlisi milli and heads of cities and districts was also highlighted in controlling the economical use of electricity, reducing its losses, collecting the amount of electricity used, and preventing any undesirable phenomena in this area.

In this regard, the Head of State, Emomali Rahmon, paid special attention to the implementation of the new Law of the Republic of Tajikistan “On Energy”, which provides for the raising of liability for illegal use and non-payment of electricity bills to the level of criminal liability, emphasizing that the new requirements should be well explained to the people so that they are aware and comply, and do not expose themselves to new problems, including criminal liability.

In his speech, the President of the country, Emomali Rahmon, assessed the role of the Majlisi milli in strengthening state independence, peace and stability, unity and solidarity, legality and order, the rule of law, the progress of various spheres of public life, and the development of the country’s legal system as significant, and stated that its new members, using their knowledge and experience, should make great efforts in this direction.

After the speech of the President of the country, Emomali Rahmon, the first session of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the seventh convocation continued its work.
