UN General Assembly adopts Tajikistan’s resolution on International Year of Legal Literacy, 2027

On December 12, 2025, the United Nations General Assembly in its 80th Session, unanimously adopted a draft resolution entitled “International Year of Legal Literacy, 2027”, introduced by the Republic of Tajikistan, Khovar reports citing Foreign Ministry of Tajikistan.
Building on the successful completion of Tajikistan’s nationwide Year of Legal Literacy in 2024, Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, advanced the idea of bringing this initiative to the international arena by proposing the designation of 2027 as the International Year of Legal Literacy during the General Debate of the 80th session of the UN General Assembly. In doing so, he underscored the universal value of legal literacy as a cornerstone of justice, effective governance, and sustainable peace.
The resolution recognizes the vital role of legal literacy in advancing human rights, public participation, and access to justice. It also takes note of Tajikistan’s successful experience in declaring 2024 as the Year of Legal Literacy, acknowledging it as a strong national example that significantly contributed to raising public legal awareness and demonstrated the value of coordinated national action in strengthening legal education.
The International Year of Legal Literacy is expected to mobilize global efforts by promoting national and international legal education initiatives, including the integration of legal studies into school curricula and professional training; strengthening access to legal information so that individuals, particularly women, children, and those in vulnerable situations can better understand and exercise their rights; supporting civil society and grassroots initiatives dedicated to advancing legal awareness and human rights education; and encouraging cooperation among United Nations entities, Member States, academic institutions, and civil society organizations to share best practices and deepen global legal understanding.
The resolution proclaims the year 2027 as the International Year of Legal Literacy, which marks a significant step forward in strengthening international collaboration to promote informed, just, and accountable societies. It also underscores the constructive role of the Republic of Tajikistan in advancing global legal education and highlights the visionary leadership of the President of the Republic of Tajikistan His Excellency Emomali Rahmon, whose initiative has now been embraced by the international community.
This initiative will make a significant contribution to the full realization of human rights and the strengthening of the rule of law at both the national and international levels. It is also in line with the country’s international human rights commitments and reaffirms Tajikistan’s dedication to consistently fulfilling its obligations within human rights mechanisms.
