President Emomali Rahmon Signs a Number of Laws
DUSHANBE, 04.07.2020. (NIAT Khovar) – Today, President Emomali Rahmon signed twenty-two laws.
These include the laws “On Legal Aid,» “On Amendments and Additions to the Law “On the State Budget for 2020,» «On the Licensing System,” and “On State Fees.”
The law “On Legal Aid” defines the forms of free legal aid and the procedure for their provision.
Amendments and Additions made to the Code of Administrative Offense and the Criminal Code are aimed at preventing the spread of COVID-19 and improving the health of the people, and for persons who violate sanitary-hygienic and anti-epidemic rules, including the requirements of quarantine restrictive measures, the law requires criminal punishment.
Based on the amendments made to the law “On the State Budget for 2020”, benefits will be provided for COVID-19’s negative socio-economic consequences, according to which citizens, private entrepreneurs and medical and household institutions will be exempted from payment of certain types of taxes.
The laws on introducing amendments and additions to the laws “On the Licensing System” and “On State Fees” are aimed at simplifying the registration of licensing documents and developing entrepreneurship. They also determines the electronic application for licensing and its electronic execution. These amendments and additions also cancel the state fee for obtaining a certificate of registration of a mortgage agreement, for extracting an extract from the register of mortgaged property and for state registration of notifications of mortgage for movable property.
Signed laws are aimed at providing free legal assistance to citizens, preventing the spread of COVID-19 and ensuring public health, supporting entrepreneurship, developing various areas of society and the well-being of the people.
