President Emomali Rahmon Confers State Decorations and Senior Ranks on Security Personnel

On September 3, at the Palace of the Nation, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, presented state awards, honorary titles and special ranks to a number of representatives of the law enforcement agencies, the judiciary, and the country’s security and military structures on the occasion of the sacred and great national celebration — the 35th anniversary of the State Independence of the Republic of Tajikistan.

Addressing the ceremony for the presentation of state awards, the Head of State, Emomali Rahmon, reflected on the role of the Armed Forces, other military structures and law enforcement agencies of Tajikistan in achieving state independence and safeguarding its gains.

It was emphasized that it was precisely the high spirit of patriotism, a strong sense of civic responsibility and devotion to the Motherland that enabled our nation to overcome difficult trials with honor at various stages of its history.

The Head of State, Emomali Rahmon, underscored the worthy contribution of those present to safeguarding state independence, ensuring national security, maintaining peace and stability in society, and protecting the rights and interests of citizens.

It was noted that, in every era, the defense of the Motherland, protection of its borders and territorial integrity, and ensuring a peaceful life for the people constitute a sacred duty and an honorable obligation for every conscientious and patriotic young man.

In view of the complex and volatile situation in the modern world, where various threats and dangers are expanding, including terrorism and extremism, religious radicalism, transnational organized crime, drug trafficking, cybercrime and other forms of transnational organized criminal activity, officers and soldiers were called upon to demonstrate professional vigilance and devoted service.

In particular, His Excellency Emomali Rahmon stated that the current situation requires every military serviceman to possess not only a high level of professionalism and constant combat readiness, but also a broad outlook, political awareness, and the ability and skills to effectively employ modern technologies.

It was pointed out that safeguarding state independence, peace and stability, national unity and public security constitutes a sacred duty and an honorable obligation of every military serviceman and law enforcement officer.

According to the Head of State, Emomali Rahmon, military servicemen must understand that the faithful fulfillment of their official duties is not merely a professional responsibility, but also a moral obligation and a manifestation of loyalty to the nation and the state.

It was deemed necessary that raising the level of professional knowledge, mastering modern equipment and technologies, including making effective use of the capabilities of advanced technologies, and strengthening national consciousness, patriotism and devotion to the state and the nation should remain the principal areas of activity for the leadership and command staff as well as for every military serviceman.

Concluding his address, Leader of the Nation, Emomali Rahmon, expressed confidence that the officers and soldiers of the Armed Forces and the personnel of the law enforcement agencies would continue to perform their duties with a high sense of responsibility, exemplary discipline, a high level of professionalism and steadfast morale, remain faithful to their military oath, and make a valuable contribution to safeguarding national interests, state security and peace and stability in society.

At the solemn ceremony held to present state awards on the occasion of the 35th anniversary of the State Independence of Tajikistan, pursuant to decrees of the President of the Republic of Tajikistan, state awards and ranks were conferred upon a group of military servicemen.

Thus, on this occasion, pursuant to Article 69 of the Constitution of the Republic of Tajikistan and by the Decree of the President of the Republic of Tajikistan “On awarding employees of law enforcement agencies, the judiciary and military servicemen for exemplary service and a worthy contribution to the protection of the constitutional rights of citizens, combating crime, maintaining public order, and demonstrating courage and self-sacrifice,” military servicemen of the Armed Forces of the Republic of Tajikistan were awarded state decorations of the Republic of Tajikistan, while a group of courageous and distinguished individuals were presented with honorary titles as well as regular and higher special, military and qualification ranks.

In particular, at the ceremony, soldiers and officers, military personnel and a group of veterans were awarded the honorary title of “Distinguished Worker of Tajikistan”; the Order of Spitamen, First Class; the Order of Spitamen, Second Class; the Order of Sharaf, First Class; the Order of Sharaf, Second Class; the Medal of Courage; the Medal for Distinguished Service; the Medal of Mercy; the Medal of the Brave Border Guard of Tajikistan; the commemorative medal marking the 35th anniversary of the State Independence of the Republic of Tajikistan; and the Certificate of Honor of the Republic of Tajikistan.

Pursuant to Article 69 of the Constitution of the Republic of Tajikistan and by the Decree of the President of the Republic of Tajikistan “On conferring regular special, regular qualification, higher military, regular military and qualification ranks upon a group of military servicemen,” senior officials and personnel of the Customs Service, the Prosecutor General’s Office of the Republic of Tajikistan, the Ministry of Defence of the Republic of Tajikistan, the Ministry of Internal Affairs of the Republic of Tajikistan, the Ministry of Justice of the Republic of Tajikistan, the State Committee for National Security of the Republic of Tajikistan, the Committee for Emergency Situations and Civil Defence, the Tax Committee under the Government of the Republic of Tajikistan, the Service for Execution of Criminal Sentences under the Government of the Republic of Tajikistan, the Drug Control Agency under the President of the Republic of Tajikistan, and the State Agency for Financial Control and Combating Corruption of the Republic of Tajikistan were conferred higher military and special ranks.

These included the regular military rank of Colonel General; the regular special rank of Colonel General of Justice; the higher rank of Colonel General; the higher regular rank of Lieutenant General of Drug Control Service; the regular special rank of Lieutenant General; the qualification rank of Justice Counselor, Second Class; the higher military rank of Major General of Justice; the qualification rank of Justice Counselor, Third Class; the regular special rank of Major General of Police; the higher military rank of Major General; the regular military rank of Major General of Justice; the regular special rank of Major General of Justice; the higher military rank of Major General; and the regular qualification rank of State Counselor of the Tax Authorities, Third Class.

It should be noted that throughout the period of independence, the faithful service, productive activities and exemplary performance of officers and responsible personnel have consistently been highly appreciated by the Head of State, Emomali Rahmon.

According to the Head of State, it was precisely their courage, bravery, vigilance and strong sense of responsibility that enabled these young men to be distinguished today, among thousands of defenders of the Motherland, with state awards.

The heads of military structures and law enforcement and public order agencies were instructed to treat soldiers as their own sons and to provide them with comprehensive education and training, cultivating well-rounded and professionally prepared personnel.

During the ceremony for the presentation of state awards, the President of the Republic of Tajikistan and Supreme Commander-in-Chief of the Armed Forces of the Republic of Tajikistan, His Excellency Emomali Rahmon, once again congratulated all those present on receiving state awards and regular military and special ranks.

President Emomali Rahmon called upon military servicemen and law enforcement personnel to serve the interests of the state and the nation with dedication, ensure the security and stability of the country, strictly observe legality and public order — that is, uphold the rule of law — and unconditionally comply with the requirements of the relevant statutes and regulations.

Concluding the ceremony for the presentation of state awards, Leader of the Nation, His Excellency Emomali Rahmon, expressed confidence that the personnel and military servicemen of the Armed Forces, other military structures and the country’s law enforcement agencies would continue their efforts to contribute to the development and prosperity of our beloved Motherland, ensure lasting peace and stability in society, safeguard state security, and preserve the peace, tranquility and well-being of the country’s citizens.
