On October 13, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, visited Shahrinav District to inaugurate a number of facilities in various sectors and familiarise himself with the living conditions of local residents.
The Head of State, Emomali Rahmon, began his visit with the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence in Shahrinav District.
At the newly established Center, the President first inaugurated the Kokhi Najot (Palace of Rescue) building and visited its museum.
The newly constructed facility consists of two floors and has been built in accordance with modern standards. It comprises a spacious conference hall, the Museum of the Leader of the Nation, and other auxiliary rooms.
The conference hall of the Palace of Rescue has a seating capacity of 366 and is equipped with modern facilities for holding meetings, conferences, training and methodological sessions, and specialised events.
The Museum of the Leader of the Nation, housed in the building, reflects important stages in the revival of modern Tajik statehood and embodies the distinguished path of independent Tajikistan under the leadership of the beloved Head of State, His Excellency Emomali Rahmon.
The photographs and exhibits on display recount the Leader of the Nation’s dedication, tireless efforts, and historic contributions to safeguarding independence and freedom, restoring peace and stability, strengthening national unity, building the modern Tajik state, and promoting Tajikistan’s image internationally.
While familiarising himself with the facilities of the newly constructed complex, the Head of State emphasised the effective use of the opportunities provided, the enhancement of staff members’ professional preparedness, and the strengthening of educational and training activities.
Following the inauguration of the Palace of Rescue and a visit to the museum, the Leader of the Nation, Emomali Rahmon, remotely commissioned 16 important facilities of the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence. These included a training and canine centre, a training ground management centre, a practical training ground for rescuers, a civil defence shelter, a temporary settlement for people affected by natural disasters and other emergencies, a dormitory, a medical station and a canteen, accommodation for national and foreign instructors and rescuers, greenhouses for the subsidiary farm, a sports ground, and a bathhouse.
First, the training and canine centre building of the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence was inaugurated remotely.
The facility was built according to a modern design and provides suitable conditions for the work, care, and training of service dogs for participation in search and rescue operations. The training building contains 12 offices and spacious training rooms for dogs. It also includes 10 kennels and 10 additional rooms equipped with training materials for canine handlers.
The training ground management centre building was also inaugurated remotely on the premises of the Center.
It was reported that this facility serves as a model training centre, from whose observation room the practical exercises of rescuers on the training ground can be monitored.
The centre has four offices, a modern canteen, an observation corridor, and a hall for rescuers’ exercises and training.
In addition, outdoor training classrooms were commissioned remotely. Five field training classrooms have been established on the Center’s premises, equipped with all the necessary facilities and designed to accommodate 300 trainees simultaneously.
These classrooms serve as specialised training facilities for improving the theoretical knowledge and practical skills of soldiers and officers of the Committee’s units and other law enforcement and security agencies of the country.
Engineering, tactical, and mine-clearance training areas have been established within the training grounds. Here, soldiers and officers receive practical instruction in constructing fortifications and shelters, building various obstacles, and digging trenches under conditions closely resembling real-life situations.
Participants in the training courses also learn mine clearance, tactical preparedness, radiological, chemical, and biological protection, as well as measures to disperse hail-producing clouds. The training programme also covers procedures for evacuating people from hazardous areas to safe locations and organising essential life-support services.
A parade ground for ceremonial drills, military exercises, and formal parades of personnel was also commissioned remotely.
It was reported that the ground is an important training and operational facility intended for conducting drill sessions, teaching formations and movements, practising commanders’ orders, and preparing personnel for official military ceremonies.
Subsequently, a practical training ground for preparing rescuers was remotely commissioned on the premises of the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence.
The training ground covers an area of more than 10 hectares and features 20 training stages designed to prepare rescuers to respond to natural disasters.
During the familiarisation visit, the Head of State, Emomali Rahmon, was informed that this modern training ground, with its extensive facilities for exercises and the preparation of rescuers, is unique in the region.
Joint exercises involving rescuers from the member states of the Collective Security Treaty Organization (CSTO)—Tajikistan, Kazakhstan, Belarus, Kyrgyzstan, and the Russian Federation—have been held at the facility.
Other capabilities of the training ground include specialised rescue vehicles for responding to man-made emergencies and conducting diving operations, a training site for responding to road traffic accidents, and facilities for improving rescuers’ physical fitness.
A civil defence shelter was also inaugurated remotely at the Republican Training and Methodological Center. This specially designated facility is intended to protect the population when necessary. The availability of such infrastructure is of considerable importance for ensuring public safety and preparedness for potential emergencies.
Another facility at the Center is a temporary settlement designed to accommodate people affected by natural disasters and other emergencies.
It was reported that the settlement covers an area of one hectare and contains 68 tents capable of accommodating 800 people.
The settlement is equipped with the necessary infrastructure, including a field hospital providing professional medical care to affected people and facilities for performing surgical procedures, a canteen with a capacity of 800 people, and other auxiliary facilities.
Three additional facilities—a dormitory, a medical station, and a canteen—constructed on the premises of the Center were also inaugurated remotely.
The construction of a modern dormitory with 600 beds, 15 offices, six classrooms, surveillance cameras, and other essential facilities will enable soldiers and officers to continue their work in modern conditions and devote greater efforts to preventing natural and man-made disasters, mitigating their consequences, and protecting the population.
Another facility, a canteen with a capacity of 300 people, has been built next to the dormitory.
A medical station for military personnel is another new facility at the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence.
The Leader of the Nation, Emomali Rahmon, was informed that the medical station has 14 beds and includes operating rooms, treatment rooms, a pharmacy, a canteen, and other auxiliary facilities.
A dormitory for national and foreign instructors and rescuers, comprising 17 rooms and 80 sleeping places, has also been constructed at the Center.
The President was also shown the Center’s subsidiary-farm greenhouses, a sports ground for football, volleyball, basketball, and athletics, a bathhouse, and other facilities constructed to high architectural standards.
Following the remote inauguration of several facilities, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, continued his visit by inspecting the new educational building and its classrooms, constructed on the premises of the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence.
The building was constructed with the support of the Government of the Republic of Tajikistan and the involvement of development partners as part of improvement initiatives marking the historic 35th anniversary of State Independence. It provides appropriate working conditions for personnel and facilities for the practical training of course participants.
During the inspection of the classrooms in the new educational building, the Head of State was informed that the facility comprises 20 spacious rooms equipped with training materials. These include rooms dedicated to radiological, chemical, and biological protection; first aid; technological emergency preparedness; mountaineering training; communications equipment; civil defence; psychology; an electronic library; and other theoretical and practical subjects.
The newly constructed facility provides programmes and fully equipped classrooms for trainees at different levels, with training organised across three levels.
The Center enables senior officials from ministries and agencies, as well as executive authorities of cities and districts, to receive practical training in preventing natural disasters and other emergencies.
President Emomali Rahmon emphasised the importance of constructing such facilities for enhancing rescuers’ professional skills, training specialised personnel, and ensuring the timely protection of residents from natural and man-made disasters.
At the same location, President Emomali Rahmon familiarised himself with the operations of the diving training building at the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence.
The facility is one of the Center’s key units and was constructed in accordance with the instructions and guidance of the Head of State and Supreme Commander-in-Chief of the Armed Forces of the Republic of Tajikistan, His Excellency Emomali Rahmon. The building contains two swimming pools with depths of 4.8 and 15 metres, three training and practice classrooms, and a conference hall with 20 seats. It is equipped with the necessary specialised diving equipment.
The building incorporates several specialised sections, including a swimming pool with a modern water purification system, a deep-water diving training section for complex underwater exercises, fully equipped classrooms for theoretical instruction, and a central control station for monitoring diving operations. These facilities make it possible to train specialists to a high professional standard.
Modern technology installed in the facility enables training exercises both underwater and on land to be monitored in real time through specialised cameras. This system helps improve training effectiveness and ensures the safety of officers and rescuers during exercises.
The facility was constructed with consideration for Tajikistan’s geographical location, the presence of various bodies of water, its mountainous terrain, and its climatic conditions. These factors are important for preparing divers to perform their duties in a variety of environments.
A hyperbaric chamber, also known as a pressure chamber, has been installed at the facility. It plays an important role in professional diver training and operational safety. The Head of State was informed that the equipment is used to treat divers who require medical recovery after prolonged underwater operations at depths exceeding 10 metres.
It was emphasised that this is the first specialised diver training building in the country equipped with such modern facilities. It provides favourable conditions for training professional rescuers and raising their preparedness to meet international standards.
During a discussion with the officials, President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, issued specific instructions and recommendations on making effective use of the available facilities, improving the quality of diver training, and preparing highly experienced specialists.
Continuing his visit to the Republican Training and Methodological Center of the Committee for Emergency Situations and Civil Defence, President Emomali Rahmon inaugurated the guest reception building.
The building comprises 18 rooms and can accommodate 25 people at a time.
Constructed in accordance with modern standards, it is intended to receive foreign guests and provide the necessary conditions for conducting official and professional activities.
The building contains halls for official meetings and videoconferences, offices, accommodation rooms, and a canteen, all of which play an important role in ensuring efficient operations and high-quality services.
The Leader of the Nation was informed that the meeting halls are designed for official meetings, bilateral and multilateral negotiations, and discussions on cooperation.
The offices are intended for administrative work, preparation of the necessary documents, coordination of meetings, and other tasks related to receiving guests.
The residential facilities provide comfortable conditions for guests’ accommodation and rest.
The guest reception building also includes a canteen capable of serving up to 54 people at a time.
At the same time, the effective use and maintenance of the facilities, as well as the provision of high-quality services, require a strong sense of responsibility from the staff.
President of the Republic of Tajikistan Emomali Rahmon also visited the command and observation post and observed a demonstration of the special exercise “Skala-2026,” involving rescue units of the authorised agencies of the member states of the Collective Security Treaty Organization (CSTO). The exercise focused on preventing and responding to emergencies under the scenario entitled “Responding to the Consequences of a Devastating Earthquake in the Republic of Tajikistan.”
It is worth noting that the exercise involved CSTO member states, including Tajikistan, Kazakhstan, Kyrgyzstan, Belarus, and Russia.
Rescuers from these countries took part in search-and-rescue operations and activities to mitigate the consequences of the simulated emergency.
According to the exercise scenario, a natural disaster, specifically an earthquake, was assumed to have occurred in the designated training area. Technological emergencies were also simulated during the exercise.
Rescue teams from the participating countries, working in coordination and using specialised rescue vehicles and equipment, were deployed to carry out emergency response and recovery operations.
During the exercise, President Emomali Rahmon observed the rescue operations and highly commended the preparedness, professional skills, and competence of Tajik rescuers, as well as their ability to work successfully in coordination with their foreign counterparts.
