Dushanbe, 31.03.2016. (NIAT «Khovar»). — A regular meeting of the Government of the Republic of Tajikistan was held today under the chairmanship of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Head of Government of the country Emomali Rahmon.

The meeting first reviewed a draft Resolution of the Government of the Republic of Tajikistan «On the timely preparation of the sectors of the economy and social sphere of the republic to smooth and efficient operation during the autumn-winter period of 2016-2017 «.

It was stressed that the second line of the Dushanbe-2 combined heat and power (CHP) plant will be put into operation this year and the Head of state ordered to connect all social facilities and apartment buildings to the plant by October 2016.

President Emomali Rahmon gave concrete instructions to the responsible persons for the creation of Republican Staff from among the first persons of republican ministries and departments, chairmen of regions, cities and districts for implementation of the Plan of Action to spend winter.

Members of the Government reviewed the draft resolutions «On the Program for socio-economic development of Rushan district of Badakhshan Autonomous Mountainous Region for 2016-2020», «On the Plan of action for the establishment of new industrial enterprises and workshops in the Republic of Tajikistan in 2016», «On State program for training of professional higher education specialists for 2016-2020», «On Procedure of creation of the register of humanitarian aid provided to Tajikistan’s public associations» and «On the payment of funds for the maintenance of children in state pre-school educational institutions».

The chairpersons of Rushan and Roshtqala districts of Badakhshan Autonomous Mountainous Region reported on Programme of socio-economic development of Rushan and Roshtqala districts for 2016-2020.

It was emphasized that the main purpose of the programs is primarily ensuring the well-being of the population, effective and efficient use of available land and on this basis realization of local capacities.

President Emomali Rahmon gave concrete instructions to the responsible persons of government agencies and the heads of local authorities to provide the earthquake-hit residents of Rushan with all necessary building materials.

In connection with the draft resolution of the Government «On the Plan of Action for the establishment of new industrial enterprises and workshops in the Republic of Tajikistan for 2016», it was noted that in coordination with local executive bodies of state power the establishment of 20 enterprises with 195 jobs is particularly envisaged in Badakhshan Autonomous Mountainous Region, 70 enterprises with 3670 jobs — in Khatlon Region, 55 enterprises with 880 jobs — in Sughd Region, 19 enterprises with 1300 jobs — in Dushanbe and districts of republican subordination. Besides, the establishment of new workshops and training-and-production centers at the operating enterprises will create 3000 new jobs.

The meeting also approved conclusions of the Government of the Republic of Tajikistan on 9 draft laws, including on submitting conclusion of the Government of the Republic of Tajikistan on draft Law about making amendments to the Law of the Republic of Tajikistan «On licensing», on submitting conclusion of the Government of the Republic of Tajikistan on draft Law «On introducing amendments to the Criminal Procedure Code of the Republic of Tajikistan» and on submitting conclusion of the Government of the Republic of Tajikistan on draft Law «About introducing amendments to the Criminal Code of the Republic of Tajikistan» and submitted them for consideration to Majlisi Namoyandagon of Majlisi Oli.

Drafts of a number of laws of the Republic of Tajikistan, including «On introducing addition to the Law of the Republic of Tajikistan «On Education» and draft Law of the Republic of Tajikistan «On introducing additions to the Civil Code of the Republic Tajikistan (part one)» after their approval have been submitted to Majlisi Namoyandagon of Majlisi Oli of the Republic of Tajikistan.
