President Emomali Rahmon held a regular meeting of the Government of the Republic of Tajikistan
DUSHANBE, 30.07.2018. /NIAT «Khovar»/. The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon chaired a regular meeting of the Government of the Republic of Tajikistan.
The discussion covered current issues, in particular the road traffic accident that occurred on July 29 in Danghara district of Khatlon Province and left four foreign tourists dead.
Before the gathering, the participants honoured the memory of the victims by a minute of silence.
The Prosecutor General of the Republic of Tajikistan Yusuf Rahmon, Interior Minister Ramazon Rahimzoda and Chairman of the National Security Committee Saymumin Yatimov reported to the meeting participants on incident investigation process.
It was stressed that, by the Leader of the Nation’s instruction, a special operative-investigative group was organized at the expense of intelligence agencies, law enforcement, and the prosecution team. To identify and bring to justice the perpetrators, a criminal case was initiated, and several members of this criminal group were detained in the shortest time.
It was instructed to strengthen control throughout the country and to take security measures.
A number of personnel changes were made during the meeting.
Other subjects of discussion included the results of socio-economic development of the Republic of Tajikistan in the first half of 2018.
President Emomali Rahmon analyzed the results of the socio- economic development of the Republic of Tajikistan in the first half of 2018, stressed that the country’s resources and capabilities are not fully used to achieve strategic goals and ensure accelerated economic development.
Along with ensuring the plan for the revenue side of the state budget, the quality of current income is not fulfilled due to three types of taxes and other payments amounting to 275 million TJK, while taxes and payments in 13 cities and regions of the country not provided.
Therefore, the Head of State, Emomali Rahmon, instructed Finance Ministry, the Tax Committee, the Customs Service and the Executive bodies of state authority of the cities and districts to take practical measures to ensure the quality of the state budget plan for 2018.
In order to prevent the negative impact of the activities of state enterprises on the revenue side of the budget and increase their debts, the Ministry of Finance was instructed to take measures towards the effective implementation of the Strategy for Managing Fiscal Risks of State-owned Enterprises for 2016-2020, as well as to ensure transparency of budget expenditures in the second half of 2018 to consider the results of the final Public Financial Management Strategy for 2009-2018.
To preserve stability of the national currency rate, domestic price and strengthening the resilience of the banking sector, the Leader of the Nation, Emomali Rahmon, instructed the National Bank to ensure the effective implementation of budget and monetary policy.
In the course of the analysis, the Head of State emphasized that, taking into account by commissioning of new capacities and the establishment of competitive production with the attraction of foreign investments, the growth of industrial sector was fulfilled accounting for 16.9 percent, but this index remains unsatisfactory. In the reporting period, as a whole, the production of 22 types of industrial processing decreased, and the activity of 107 enterprises of the industrial processes have ceased.
In this regard, the Ministry of Industry and Modern Technologies in cooperation with the executive bodies of state authority of the provinces, cities and districts has been entrusted for studying the capacities and capabilities of the regions and determining priority areas of industrial production to take concrete measures for the steady growth of processing of raw materials to the final output, and to find ways to recovering the activities of enterprises that have ceased their activities.
The President of the country instructed the Ministry of Energy and Water Resources and Barki Tojik focusing on key issues of the energy sector addressing payment control and collection of overdue electricity bills, preventing technical losses of electricity, installing modern meters, repair and reconstruction of power lines and substations in cities and districts of the country, as well as the establishment of effective activities in the direction of production and use of electricity.
During the analysis of the agricultural sector, it was stressed that, despite the fact that during the reporting period the total volume of agricultural products increased by a comparative price of 8.5%, but there are still a number of key problems in the field unsolved, in particular the failing to reseeding, the maintenance in an unsatisfactory reclamation state of 37 thousand hectares of land.
The Ministry of Agriculture in cooperation with other government agencies was instructed to take timely measures to increase the areas of re-sowing, orchards and vineyards, as well as for harvesting and processing of the sphere products.
In order to achieve Tajikistan’s strategic goals, the Head of State Emomali Rahmon pointed out the necessity of the implementation of specific measures to use the resources and available opportunities and stimulate investment, implement state investment projects and to use project implementation funding.
For achieving of sustainable development and promoting socio- economic spheres the implementation of the National Development Strategy of Tajikistan for the period up to 2030 and Mid-Term Development Programme of Tajikistan for 2016-2020 was called important.
Minister of Economic Development and Trade Nematullo Hikmatullozoda, Finance Minister Fayziddin Qahhorzoda, the Chairman of the National Bank Jamshed Nurmuhammadzoda, the Chairman of the State Committee on Investment and State-owned Property Management Farrukh Hamralizoda, the Tax Committee Chairman Nusratullo Davlatzoda, the Head of the Customs Service Khurshed Karimzoda and the Director of the Agency for Social Insurance and Pensions Safarali Najmiddinov reported to the meeting participants on the results of socio — economic development of the Republic of Tajikistan in the first half of 2018 and forecast of main macroeconomic indicators of the Republic of Tajikistan for 2019-2021.
Following discussion the mentioned draft laws were submitted for consideration of Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan, in particular the draft law of the Republic of Tajikistan “On making changes and addenda to the Law of the Republic of Tajikistan ‘On Diplomatic Service’.
For consideration of the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan were also submitted two final conclusions of the members of the Government of the Republic of Tajikistan concerning draft law of the Republic of Tajikistan “On quarantine and protection of plants» and “On making changes and addenda to the Law of the Republic of Tajikistan “On Library Activity”
The members of the Government of the Republic of Tajikistan made appropriate decisions on a number of resolutions of the Government of the Republic of Tajikistan, in particular, on the Strategy for Tourism Development in the Republic of Tajikistan for the period up to 2030, on the Regional Program for the Implementation of State Investment Programs of Social Importance for Sustainable Development of the Mahalla Councils for the period 2018-2022, on improvement of reclamation state of irrigated lands of the Republic of Tajikistan for the period of 2019-2023 and on state financial support of some energy tidal enterprises of the republic.
