Tajik Ministry of Transport: Digitalization of Licenses Must Be Accelerated

DUSHANBE, 07.03.2022 (NIAT Khovar) – In order to eliminate problems with issuing licenses for international transport, digitalization should be accelerated, as there are still many problems with obtaining licenses in some countries, reports the Ministry of Transportation.
The leadership of the Ministry of Transportation gave instructions to the responsible persons to resolve the problem as soon as possible.
“Meetings were held with the heads of transport associations and drivers of international cargo routes. Currently, licenses are being issued to carriers in accordance with the established procedure,” according to the Ministry.
According to the State Service for Supervision and Regulation in the Sphere of Transport, in accordance with agreements on international road transport, there is a plan to obtain 79,150 licenses from 19 countries in 2022 for international road transport. At the moment, 32,550 licenses have already been received. In particular, 26,900 P-1 licenses were obtained, that is, permission for bilateral transportation and international transit, and 5,600 P-3 licenses for the transportation of goods from third countries.
Also last month, Uzbekistan issued 5,000 R-1 licenses and 500 free licenses for the export of coal and salt from Tajikistan. At the request of the Ministry of Transportation of Tajikistan, Turkey issued 50 R-3 licenses and 1000 R-1 licenses.
The cost of a transportation license is 84 somoni.
Currently, licenses for international transportation have been issued by Lithuania 250 R-1 and 150 R-3, Latvia 50 R-1 and 50 R-3, Poland 150 R-1 and 100 R-3, which due to the current demand of domestic carriers is insufficient and is led proving problematic for domestic companies and carriers. With the growth of traffic and the increase in the volume of cargo through Lithuania, Latvia and Poland, the demand for licenses to these countries has increased, which is leading to violations.
Obtaining licenses depends not only on the request of the Ministry of Transportation of Tajikistan, but also on the laws and regulations of the countries with which transportation is carried out. In Lithuania, for example, licenses are issued by the Ministry of Transportation at the request of the International Association of Carriers.
The Ministry of Transportation of Tajikistan is taking all the necessary measures to solve this problem and obtain additional licenses through diplomatic channels.
