Leaders of Tajikistan and Uzbekistan Witness Signing of Strategic Documents

Following the high-level talks and negotiations between the Republic of Tajikistan and the Republic of Uzbekistan, a ceremony for the signing of new cooperation documents was held with the participation of the Heads of State.

At the outset, the President of the Republic of Tajikistan, Emomali Rahmon, and the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, signed a Joint Statement on the further deepening of strategic partnership and allied relations.

The Program for Increasing Trade Turnover between the Republic of Tajikistan and the Republic of Uzbekistan to 2 billion US dollars by 2030, as well as the Program for Industrial Cooperation between the two countries, were signed by the Prime Minister of the Republic of Tajikistan, Qohir Rasulzoda, and the Prime Minister of the Republic of Uzbekistan, Abdullo Aripov.

Subsequently, in the presence of the Heads of State, the following documents were signed:

—              Action Plan between the Ministry of Culture of the Republic of Tajikistan and the Ministry of Culture of the Republic of Uzbekistan on cooperation in the field of culture for 2026–2027;

—              Roadmap for the development of cooperation in the tourism sector between the Committee for Tourism Development under the Government of the Republic of Tajikistan and the Tourism Committee of the Republic of Uzbekistan for 2026–2028;

—              Action Plan for the implementation of the Cooperation Agreement between the Ministry of Industry and New Technologies of the Republic of Tajikistan and the Ministry of Investments, Industry and Trade of the Republic of Uzbekistan in the field of technology and innovation for 2026–2028;

—              Action Plan for the implementation of the Memorandum of Understanding between the Ministry of Industry and New Technologies of the Republic of Tajikistan and the Ministry of Mining and Geology of the Republic of Uzbekistan in the field of mining and new technologies for 2026–2028;

—              Memorandum of Understanding on cooperation between the Ministry of Finance of the Republic of Tajikistan and the Ministry of Economy and Finance of the Republic of Uzbekistan;

—              Roadmap for the development of cooperation in agriculture and food security between the Ministry of Agriculture of the Republic of Tajikistan and the Ministry of Agriculture of the Republic of Uzbekistan for 2026–2028;

—              Agreement on scientific cooperation between the National Academy of Sciences of Tajikistan and the Academy of Sciences of the Republic of Uzbekistan;

—              Memorandum of Understanding on cooperation between the State Service Agency under the President of the Republic of Tajikistan and the State Service Development Agency under the President of the Republic of Uzbekistan in the field of civil service;

—              Memorandum of Understanding on cooperation in the field of compulsory enforcement of judicial acts between the Execution Service under the Government of the Republic of Tajikistan and the Bureau of Compulsory Execution under the Prosecutor General’s Office of the Republic of Uzbekistan;

—              Memorandum of Understanding on cooperation between the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan and the Agency for Innovation Development under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan;

—              Protocol on amendments and additions to the Agreement between the Governments of the Republic of Tajikistan and the Republic of Uzbekistan on the establishment of the “Tajikistan–Uzbekistan Investment Company” dated June 10, 2021;

—              Agreement between the Governments of the Republic of Tajikistan and the Republic of Uzbekistan on the mutual implementation of electronic systems for certification of origin of goods;

—              Agreement between the Governments of the Republic of Tajikistan and the Republic of Uzbekistan on cooperation in healthcare and medical science;

—              Agreement between the Governments of the Republic of Tajikistan and the Republic of Uzbekistan on the coordination of radio frequency allocation in border areas for civil terrestrial radio services;

—              Agreement between the Ministry of Transport of the Republic of Tajikistan and the Ministry of Transport of the Republic of Uzbekistan on the use of the e-Permit information system;

—              Memorandum of Understanding between the Committee on Primary and Secondary Vocational Education under the Government of the Republic of Tajikistan and the Agency for Vocational Education under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan on cooperation in vocational education;

—              Agreement between the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan and the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan on cooperation.

It should be recalled that, on the sidelines of the state visit of the President of the Republic of Tajikistan, Emomali Rahmon, the Second Interregional Forum “Tajikistan–Uzbekistan” was held in the city of Jizzakh on March 24, resulting in the signing of a number of investment agreements.

These agreements, contracts, and memorandums of understanding cover key areas such as industrial processing, textile production, the agro-industrial sector, the supply of construction materials, the development of the service sector, and digitalization.

Following the high-level meetings, negotiations, and the signing ceremony, the Heads of State, Emomali Rahmon and Shavkat Mirziyoyev, addressed the media at a joint press conference.

Both leaders highly commended the continued deepening of strategic partnership and allied relations, the expansion of multifaceted cooperation and contacts at various levels, and the strengthening of the contractual and legal framework between the two countries.
