President Emomali Rahmon met with leadership and staff of the Committee for Environmental Protection

DUSHANBE, 17.09.2025 (NIAT Khovar) – On September 17, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, met in the new building of the Committee for Environmental Protection under the Government of the Republic of Tajikistan with leaders and employees of the sector.
First, the Head of State, Emomali Rahmon, sincerely congratulated the employees of the Committee for Environmental Protection and its sub-structures on the occasion of the opening of a modern facility — the modern building of the committee.
It was emphasized that over the past few years, with the support of the Government of the country, most of the committee structures in the republic have been provided with new administrative buildings, the total cost of their construction is more than 200 million somoni.
It was said that, in accordance with the plan for preparing for the celebration of the 35th anniversary of state independence, 4 additional administrative buildings for employees of the environmental protection sector in cities and districts of the country will be put into operation at a cost of more than 40 million somoni.
The Head of State, Emomali Rahmon, emphasized that in order to improve the social situation of workers in the sector, two 11-story residential buildings for 120 families were commissioned in Dushanbe at a cost of 59 million somoni.
It was considered necessary that the management and each employee of the sector, using the created conditions and opportunities, perform their official duties with a high sense of responsibility.
The President of the country, Emomali Rahmon, considered environmental protection, efficient use of natural resources and ensuring ecological security to be a very important task of the world community, including our country, and stated that these very important tasks require the implementation of urgent and effective measures.
The Committee for Environmental Protection was tasked with taking measures, together with relevant state bodies and using advanced experience, to improve the legislation of the sector, including the development of the Environmental Code of the Republic of Tajikistan and new sectoral strategies and programs.
During his speech, the Leader of the Nation, Emomali Rahmon, reflected on the problems of climate change and the negative impact of its consequences, and recalled Tajikistan’s global initiatives, in particular, in the field of water and climate and the protection of glaciers.
The Head of State, Emomali Rahmon, analyzed the status of the general hydrometeorological network of Tajikistan, considering it necessary to expand them and the country’s water monitoring stations and use modern equipment.
Preservation of the country’s biodiversity, protection of rare plants and animals, and conducting state control over the rational use of natural resources were considered important areas of activity for environmental protection authorities and other relevant ministries and departments.
In order to ensure the further development of specially protected natural areas, the Committee for Environmental Protection was instructed to develop and submit to the Government of the country a draft “National Strategy for Biodiversity Conservation” and “Program for the Development of Specially Protected Natural Areas for 2026-2030”.
The Head of State, Emomali Rahmon, instructed the National Commission of Tajikistan for UNESCO Affairs and the Committee for Environmental Protection to take practical measures to include the Romit Biosphere Reserve in the UNESCO World Network of Biosphere Reserves in 2026.
The Committee for Environmental Protection and other relevant state bodies were also instructed to effectively carry out their activities in the direction of restoring and increasing the population of rare animals and plant life resources, based on the data of the Red Book.
State structures and local executive bodies of state power were instructed to take the necessary measures to develop and approve road maps and new ecological tourism routes in specially protected natural areas and areas of ecological significance.
In order to develop the system of digitization of sectors of the national economy, it was considered necessary to strengthen the activities of relevant bodies in training programmers and other qualified specialists through retraining in domestic and foreign educational and scientific institutions.
The President of the country, Emomali Rahmon, analyzed environmental protection in the country and set a number of specific tasks for officials to solve existing environmental problems.
In particular, it was instructed to take additional measures for the effective implementation of the «State Greening Program for the period until 2040».
The relevant structures were instructed to fully ensure the implementation of the State Greening Program and to organize the planting and cultivation of seedlings based on agrotechnical rules.
It was noted that the regulation of waste-related issues, including the collection, storage, transportation, sorting and processing of solid household waste in the country, requires serious improvement.
In this regard, the establishment of large-scale waste processing enterprises and incentive mechanisms for waste processing and reuse was considered an important task.
The Committee for Environmental Protection was also instructed to take additional measures to attract more grant funds from special climate funds and international organizations for the implementation of strategies and programs.
The Leader of the Nation, Emomali Rahmon, instructed state structures and other relevant authorities to take necessary measures to increase the level of awareness of the country’s population, and to develop a «New Program for the Development of Environmental Education for 2026-2030» taking into account best practices, and submit it to the Government of the country.
Preparing highly qualified specialists of international level who know foreign languages was defined as one of the main goals of the Government of the country, and it was considered appropriate to establish a “Scientific and Research Institute for Environmental Protection, Climate Change and Ecosystems” under the Committee for Environmental Protection.
In conclusion of his speech, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, expressed confidence that employees of environmental protection agencies will continue to direct all their knowledge, experience, skills and abilities to fulfill the tasks assigned to them, promoting their mission with a high sense of patriotism.
