On October 31, a meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the President of the Republic of Tajikistan, Leader of the Nation, Head of the Government, Honorable Emomali Rahmon.

The meeting initially reviewed the draft Law of the Republic of Tajikistan «On the State Budget of the Republic of Tajikistan for 2026» and the forecast for state budget indicators for 2027-2028.

It was noted that the draft Law of the Republic of Tajikistan «On the State Budget of the Republic of Tajikistan for 2026» has distinctive features, including a number of new provisions and amendments.

It was noted that, as part of the development of national economic sectors, the State Budget of the Republic of Tajikistan for 2026, from all sources of revenue, is projected to be 65.0 billion somoni, an increase of 15.5 billion somoni, or 31.2 percent, compared to the approved budget for 2025, and will amount to 33.3 percent of the gross domestic product in 2026.

The State Budget for next year allocates 29.5 billion somoni for funding social sectors, which represents 44 percent of total budget expenditures. 15.1 percent of the gross domestic product.

Such significant spending on these sectors, including education and healthcare, is seen as a manifestation of the Government’s special attention to human capital development.

Finance Minister Fayziddin Kahhorzoda presented a report on the draft Law of the Republic of Tajikistan «On the State Budget of the Republic of Tajikistan for 2026,» as well as on the projected indicators of the state budget for 2027–2028, and on the draft State External Borrowing Program of the Republic of Tajikistan for 2026 and projected indicators for 2027–2028.

It was noted that the state external borrowing program includes 52 loan agreements, including 36 active agreements and 16 agreements under approval.

The goal of developing the program is to ensure proper control over the attraction of external borrowing to Tajikistan and prevent the uncontrolled growth of external debt.

The President of the country, Emomali Rahmon, also instructed that additional measures be taken to find ways and means to increase state budget revenues, including by accelerating digitalization, transitioning to cashless payments in all sectors, and widely using modern technologies at border and customs checkpoints.

Minister of Education and Science Rahim Saidzoda presented a report on the draft State Target Program for the Development of Mathematical, Exact, and Natural Sciences for 2026-2030. Specifically, he stated that the program was developed with the aim of continuing an effective system of support and development in these fields, increasing the effectiveness of scientific research and the implementation of innovative technologies, and integrating scientific and technological potential into priority areas of the country’s socioeconomic development.

The meeting also heard reports from officials responsible for the proposal of the Majlis of People’s Deputies of the Sangvor district to grant the village of Tavildara settlement status and its name, the preparation and holding of the Fourth International High-Level Conference on the International Decade of Action, «Water for Sustainable Development, 2018-2028», the establishment of the State Institution «Center for the Implementation of the Khutalon Hydroelectric Power Plant Construction Project.»

At the end of the meeting, President Emomali Rahmon gave specific instructions to the heads of ministries, departments, and executive bodies of state power on the implementation of state programs, compliance with current laws, and other decisions of the Government of the Republic of Tajikistan.

Instructions were also given on the high-level preparation for the 2025-2026 autumn-winter period, ensuring the loss-free harvest of fruits and vegetables, creating sufficient food and fuel reserves, and expanding public works in the lead-up to celebrating the 35th anniversary of Tajikistan’s state independence.
