Leader of the Nation attended the final meeting of the Agency for State Financial Control and Combating Corruption
DUSHANBE, 10.01.2017. /NIAT “Khovar”/. Today, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon took part and delivered a speech at the final meeting devoted to the 10th anniversary of the Agency for State Financial Control and Combating Corruption.
President Emomali Rahmon at the beginning of the meeting sincerely congratulated the management and all employees of the Agency on the occasion of the 10th anniversary, wished them success in their future activities.
It was stressed that corruption, as a negative phenomenon that undermines people’s trust in the state, its credibility and image, creates conditions for the development of the shadow economy, misuse of public funds and, in particular, contributes to violation of human rights, weakening of the moral foundations of society.
According to the Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, from the first days of acquisition of state independence by Tajikistan, the fight against corruption was identified as a priority of state policy, and Tajikistan has started formation of the legal and structural framework, to strengthen international cooperation in this direction. One of the main measures of the formation of the state anti-corruption policy of our country in this area is considered to be signing in July 1999 the Executive Decree of the President of the Republic of Tajikistan «On additional measures to strengthen the fight against crime in the economy and corruption.»
President Emomali Rahmon, recalling the formation of the Agency for State Financial Control and Combating Corruption in January 2007, said that in the near future the state will continue efforts to strengthen the Agency’s activities towards ensuring the transparency of public funds management process, detecting and preventing any negative cases of forms of corruption.
It was also stressed that the establishment of the National Council for Anti-Corruption, the Public Commission for the prevention of corruption at the level of regions, cities and districts, the adoption of two National Strategies for fight against corruption, adapting National Legislation to the requirements of international documents, and joining the Anti-Corruption Network (ACN) at the Organisation for Economic Co-operation and Development (OECD) are other important and timely measures to create conditions so that in a positive way to change world opinion about the situation with corruption in our country. Tajikistan improved for 16 positions in 2015 in the rating of the international corruption perception Index.
It was expressed deep concern and regrets that despite the efforts and continuous measures taken by leadership of state and the Government of Tajikistan, in the field of corruption there still exist many problems and weaknesses, the correction of which requires collective struggle together with the Anti-Corruption Agency, the National Council of anti-corruption, other government agencies, and members of society.
President Emomali Rahmon expressed concern about the level of corruption over the past ten years in the organs of internal affairs, the Ministry of Transport, the judiciary and the prosecutor’s office, local executive bodies of state authority, the Ministry of Justice, Education and Science, the State Committee for National Security, the State Committee on Land Management and Geodesy, Ministry of Health and Social Protection, the sectors of Committee on Religious Affairs and Regulation of National Traditions and Rituals, as well as the military commissariats, the banking sector, and gave specific instructions and guidance on correction to heads of relevant ministries and departments.
During his speech, the Director of the Agency for State Financial Control and Combating Corruption Rustam Emomali briefed on further plans towards the prevention and detection of corruption offenses and expressed his gratitude to the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon for the constant support of the employees, promotion of successful anti-corruption policy in Tajikistan.
