National Assembly’s Members Adopt Laws and Discuss Social Issues

DUSHANBE, 10.12.2020 (NIAT Khovar) – Yesterday, the Speaker of the National Assembly, Chairman of Dushanbe Rustam Emomali presided over the Assembly’s fourth meeting.
According to the meeting agenda, the chairmen of the Assembly’s committees Dilshod Rahmon, Mahmadshoh Gulzoda, Sharifjon Jumazoda and Farhod Rahimzoda presented their opinions on the laws under consideration.
Assembly members discussed and adopted constitutional laws On the Legal Status of Members of the National Assembly and Deputies of the Representatives Assembly, On the Prosecutor’s Office, amendments to the Customs Code, and a number of laws, which were adopted and proposed for the introduction of an electronic fare payment system in the field of public passenger transport in Dushanbe, as well as the provision of benefits for free use of transport services.
The members also supported the laws On Local Self-Government, On Education, the Code of Administrative Offenses, the Criminal Procedural Code of Administrative Offenses, the Criminal Code, Economic Criminal Procedure Code, the Tax Code, and On Internal Audit in State Organizations.
During the meeting, per President Emomali Rahmon’s suggestions, the judge of the Constitutional Court Davron Hoshimzoda was dismissed from his office due to transfer to another job, and judges of the Supreme Court Bakhtullo Rahmatullozoda and Davlatmo Dodikhudozoda were removed from their post due to having reached the age limit for holding the office of a judge.
Also, per government’s suggestion and with the support of Assembly members, the Shitkharv village of Ishkoshim district was renamed Vakhon village.
The members also adopted the Assembly’s draft resolutions On the National Assembly Regulation, On the Scientific Advisory Council under the National Assembly, On the National Assembly Concept for the Development of Inter-parliamentary Relations, On the Regulations of the National Assembly Staff, and other normative legal acts aimed at improving the activities of the National Assembly and its bodies.
At the same time, Rustam Emomali drew the attention of the members to a number of unresolved issues that have given rise to numerous appeals from individuals and legal entities.
In particular, while referring to the issues of protecting the health of citizens and the health of society, Rustam Emomali noted that the health of each person depends on a good level of medical care, complete and timely diagnosis, and the correct appointment of doctors. He noted the need to establish an effective system of primary health care, compliance with the order of medical care, elimination of damage and risk to the life of patients in the provision of medical care, professional diagnosis of specific diseases, prescribing medicines, especially preventing marketing tactics by pharmaceutical companies which provide financial incentives to doctors who prescribe their company’s medications.
In this regard, the Assembly’s Committees for Social, Family and Health Protection Affairs, Science, Education, Culture and Youth Policy were instructed to study the issues together with the relevant state structures in order to improve the legislative system in the health sector, as well as increase official and professional responsibility of doctors and nurses, and make informed proposals.
The Assembly’s Speaker expressed his opinion on the results of the analysis of the state of the domestic market and noted that there is no healthy competition between state, private and foreign companies in the production of goods, performance of work and provision of services. One of the factors is the inefficiency of the relevant structures in regulating market relations.
In this regard, the Assembly’s Committees for Economics and Communications, for the Provision of Constitutional Foundations, Human Rights and Freedoms, Citizens and the Rule of Law were instructed to study the legislation in the field of monopoly, permits for certain types of activities, procurement of goods, works and services, as well as anti-monopoly activities and make proposals to ensure healthy competition in the consumer market and strengthen the responsibility of the authorized state body.
As the airlines fall short in providing satisfactory service, relevant committees were called to submit proposals for revising the regulatory legal acts of the industry.
Additionally, the Prosecutor General, the Director of the Agency for State Financial Control and Fight Against Corruption and other state bodies were instructed to strengthen the activities of relevant structures to prevent illegal land seizures and the construction of residential premises and other facilities.
