DUSHANBE, 31.10.2022 (NIAT Khovar) – On October 31, a meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Head of the Government of the country, Honorable Emomali Rahmon.

At the meeting of the Government of the country, the draft Decree of the Government of the Republic of Tajikistan “On the Draft Law of the Republic of Tajikistan “On the State Budget of the Republic of Tajikistan for 2023” and on the forecast indicators of the state budget for 2024-2025 was first discussed.

The draft proposed for the next year was developed with the aim of implementing the socio-economic policy of the state in the direction of ensuring the sustainable development of the national economy, reducing the impact of negative external factors on it, developing real and infrastructural areas, improving the standard of living and social protection of the population.

The President of the country, Emomali Rahmon, instructed the Ministry of Finance, when developing the draft State Budget for 2023 and subsequent years, to increase the centralized core financing of the State Budget in order to achieve the priority strategic goals of the country’s development, implement sectoral and regional development programs, ensure timely construction and commissioning of commemorative facilities.

In order to achieve the goals set by the Government of the country, the Head of State, Emomali Rahmon, considered it important to coordinate and implement a balanced macroeconomic, budgetary, tax and monetary policy and set tasks for the Government of the country, ministries and government agencies to implement the country’s macroeconomic indicators for the medium term, indicators of the State budget for 2023 and prospects for 2024-2025, including the timely and high-quality implementation of programs and plans adopted by the Government of the country, take the necessary measures to improve financial and tax discipline in state and non-state structures. It was also instructed to ensure the timely and complete fulfillment of the social obligations of the state, including the payment of wages, benefits and other social payments from the State budget, the effective and targeted use of funds provided for in the State budget.

On the first issue, the reports of the Minister of Finance of the Republic of Tajikistan Fayziddin Kahhorzoda and the Minister of Economic Development and Trade Zavki Zavkizoda were heard.

At the meeting of the Government of the country, after discussion, the draft Law of the Republic of Tajikistan “On the State Budget of the Republic of Tajikistan for 2023” and the forecast indicators of the State Budget for 2024-2025 and on the Program of State External Borrowings of the Republic of Tajikistan for 2023 and the forecast of their indicators for 2023- 2025 were approved and sent for consideration to the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan.

Then, drafts of a number of laws and conclusions of the Government of the Republic of Tajikistan were discussed, including the draft Law of the Republic of Tajikistan “On amendments to the Law of the Republic of Tajikistan “On pawnshops”, on the draft Law of the Republic of Tajikistan “On amendments to the Law of the Republic of Tajikistan “On public holidays”, on submission of the conclusion of the Government of the Republic of Tajikistan to the draft Law of the Republic of Tajikistan “On amendments and additions to the Air Code of the Republic of Tajikistan”, on submission of the conclusion of the Government of the Republic of Tajikistan to the draft Law of the Republic of Tajikistan “On consumer cooperation” and on submission of the conclusion of the Government of the Republic of Tajikistan to draft Law of the Republic of Tajikistan “On amendments and additions to the Law of the Republic of Tajikistan “On Licensing Certain Types of Activities” were submitted for consideration to the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan.

The members of the Government of the country also discussed the following issues: on the proposal of the Majlis of People’s Deputies of the Lakhsh district on the renaming of some administrative-territorial units of the Lakhsh district, on the Program for the Development of Electric Transport in the Republic of Tajikistan for 2023-2028, on the State Program for the Development of Educational Institutions in the Khatlon Province for 2022- 2027, on the results of the inventory of land plots out of agricultural circulation, the territory of the districts of the Gorno-Badakhshan Autonomous Province and on the determination of quotas for ferula juice and licorice root for 2023.

At the end of the meeting of the Government of the Republic of Tajikistan, the President of the country, Emomali Rahmon, gave specific instructions to the Government of the country, the leadership of ministries and government departments, the executive bodies of state power of regions, cities and districts in order to fulfill the instructions of the Government of the Republic of Tajikistan on spending the autumn-winter period 2022-2023 at the proper level, the implementation of the autumn sowing plan, the effective use of agricultural land, sufficient procurement of food, fuel, expansion of works on improvement and creation with the view of a worthy meeting of the 35th anniversary of the State Independence of the Republic of Tajikistan.
