President Emomali Rahmon Chairs First Meeting of Council on Development of Digital Economy

On August 19, the President of the Republic of Tajikistan, Leader of the Nation, Chairman of the Council on the Development of the Digital Economy  under the President of the Republic of Tajikistan, Honorable Emomali Rahmon, held the first meeting of the Council.

The meeting was attended by members of the Council and heads and representatives of relevant ministries and agencies.

The meeting discussed issues related to priority areas and measures for the implementation of the Medium-Term Program for the Development of the Digital Economy in the Republic of Tajikistan for 2026–2030, as well as the proposal for the issue of “Full Digitalization of State Services and Integration of Databases”.

The President of the country, Chairman of the Council, Honorable Emomali Rahmon, emphasized that the establishment of the Council is a logical continuation of the state policy in the direction of modernizing the national economy, improving public administration, and using the opportunities of digital technologies.

It was noted that the declaration of 2026–2030 as the “Years of Digital Economy Development and Innovation” and the approval of the Medium-Term Program for the Development of the Digital Economy for 2026–2030 have created the necessary basis for promoting this process.

The Head of State pointed out that digitalization should, first of all, serve to improve people’s lives, save time for citizens and entrepreneurs, reduce additional costs, improve transparency of management, and increase the competitiveness of the national economy.

It was stressed that information systems and electronic services have been launched in the country, but their separate operation, repeated requests for information, the presence of paper procedures, and uncertainty about the outcome of some projects are still observed. Therefore, the integration of systems, the protection of personal data, cybersecurity, transparency of costs, and compliance with the “data only once” principle were considered important tasks.

Deputy Chairman of the Council, First Deputy Prime Minister of the Republic of Tajikistan, Hokim Kholikzoda, reported on the priority areas and measures for the implementation of the Medium-Term Program for the Development of the Digital Economy.

In addition, the Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan, Sulton Rahimzoda, reported on attracting capital and financing mechanisms for digital projects, and the Minister of Education and Science of the Republic of Tajikistan, Rahim Saidzoda, reported on training personnel and increasing the digital literacy of the population.

Director of the Agency for Innovation and Digital Technologies, Khurshed Mirzo, made proposals on the full digitization of public services and the integration of databases.

During the discussion, it was emphasized that each proposal related to digitization should be linked to a specific result, implementation period, source of funding, and responsibility of managers. Annual goals and final results were determined for 2027-2030, and the development of repetitive activities and financing of unfounded projects should be avoided.

The Leader of the Nation, Emomali Rahmon, considered it necessary to implement digitalization based on four main principles — a specific result for people and the economy, the implementation of a single digital structure of the state, providing information only once, and equal access of citizens to state services.

Priority areas for the development of the digital economy were identified as the creation of a single system for managing digitization processes, the development of digital infrastructure, the creation of a national information system and the integration of state registers, the full electronicization of state services, the digitization of real sectors of the economy and social sectors, the development of human capital, digital entrepreneurship and innovation, attracting investment, the use of artificial intelligence, and ensuring cybersecurity.

Central and local executive bodies of state power were tasked with identifying technical-level officials to coordinate and promote digital systems and establish constant cooperation with the Agency for Innovation and Digital Technologies in this direction.

State service-providing bodies were instructed to take urgent measures to include their services in a single portal and provide them in full electronic form. Before each service is electronic, its procedure should be simplified, and redundant requirements, duplicate documents, and unnecessary appeals to several bodies should be eliminated.

The Agency for Innovation and Digital Technologies, together with the Ministry of Justice and relevant ministries and agencies, was tasked with presenting a phased plan for the full electronicization of priority state services.

It was emphasized that the Communications Service, together with relevant authorities, should ensure the full and timely implementation of the communications sector development plan, focusing on improving the quality and coverage of the Internet, especially in remote areas.

The Customs Service was instructed to develop and implement a roadmap for the transition to fully paperless procedures, together with the Agency for Innovation and Digital Technologies, the Ministry of Finance, the Tax Committee, and other relevant authorities.

The Ministries of Economic Development and Trade, Finance, the State Committee on Investment and State Property Management, the Agency for Innovation and Digital Technologies were tasked with submitting proposals on attracting private capital and developing digital entrepreneurship. It was emphasized that state support should be transparent, competitive and result-oriented, creating more opportunities for the participation of domestic companies and the implementation of innovative products.

The Ministry of Education and Science was instructed to, together with the Ministry of Labor, Migration and Employment, the Committee on Primary and Secondary Vocational Education, educational institutions and the private sector, adapt training and retraining programs to the real needs of the labor market. It was emphasized that, along with professional skills, measures to increase the digital literacy of the population should also be strengthened.

The Agency for Innovation and Digital Technologies, together with relevant authorities, was tasked with submitting proposals on the responsible use of artificial intelligence in the sectors of the national economy and strengthening cybersecurity.

The Government of the country was tasked with evaluating the activities of the heads of ministries and agencies based on the results of digitalization. It was emphasized that leaders have personal responsibility for the integration of systems, data quality, simplification of services, effective use of funds, and real results of digital projects.

The President of the Republic of Tajikistan, Chairman of the Council on the Development of the Digital Economy under the President of the Republic of Tajikistan, Honorable Emomali Rahmon, summed up the meeting, emphasizing that the Council should become a platform for making strategic decisions, eliminating interdepartmental barriers, and strictly monitoring the results.
