On April 29, a meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the President of the Republic of Tajikistan, Head of the Government of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon.
The meeting first discussed the results of the socio-economic development of the Republic of Tajikistan in the first quarter of 2026 and the tasks for the end of 2026.
During his speech, the Head of State, Honorable Emomali Rahmon, analyzed the results of the socio-economic development of the country in the first quarter of 2026 and set specific tasks for officials of state structures.
President Emomali Rahmon, in connection with the political situation in the modern world, economic and trade restrictions on countries around the world and the consequences of climate change, called ensuring economic stability, protecting the domestic market and reducing the impact of external factors the primary task.
It was emphasized that despite the impact of external factors, in the first quarter of 2026, national economic growth was ensured at a level of 8 percent. This indicator was achieved mainly due to an increase in the volume of industrial production by 14 percent, agriculture by 8, investment in fixed assets by 34, paid services by 8.5, and trade turnover by 22 percent.
It was noted that the volume of freight transport increased by 14 percent and passenger transport by 11 percent. At the same time, the inflation rate was 1.2 percent, which is lower than the same period last year.
The President of the country considered it necessary to use resources economically, ensure food and energy security, and develop competitive production.
The Government of the country, ministries, agencies, and executive bodies of state power were instructed to maintain macroeconomic stability and take timely and effective measures to prevent the impact of external risks.
The heads of relevant structures were instructed to ensure the efficient and economical use of resources, expand the development of competitive domestic production, and reduce dependence on imports.
It was noted that currently 87 state investment projects worth a total of 51.6 billion somoni are being implemented in the country, which lays a solid foundation for the development of the national economy and the promotion of key sectors.
The Head of State, Emomali Rahmon, pointed out that, according to the analysis, the process of implementing existing projects does not yet fully meet the current requirements.
According to the Head of State, delays are observed, first of all, in the implementation of projects related to the development of energy infrastructure, land improvement and irrigation, as well as some educational facilities, which is a direct result of weak management and insufficient control.
President Emomali Rahmon instructed the responsible structures to ensure, first of all, the timely and high-quality implementation of state investment projects and to strictly monitor the implementation of financial plans. Also, to immediately eliminate existing shortcomings and prevent delays and inefficient use of funds.
In order to improve the position of the country’s banking system, make the lending structure meet the requirements, support small and medium-sized businesses, develop crafts, and improve the situation with non-cash payments, the National Bank, together with credit institutions, was instructed to ensure the effective implementation of monetary policy, and take additional measures to maintain the stability of the national currency and reduce exchange rate pressures.
Given the importance of digitizing sectors of the national economy and adapting it to the needs of the time, the responsible structures were instructed to establish an interdepartmental working group on the digitization of the budget and finance sector and submit a report on the results of its activities to the Government of the country every quarter.
The Ministry of Economic Development and Trade was instructed to introduce a single digital platform for monitoring and evaluating the implementation of strategic documents using artificial intelligence.
At the same time, ministries and agencies were instructed to integrate state services into a single portal, avoid separate systems, strengthen personnel training and retraining programs, and adapt the level of training of specialists to the requirements of the digital economy.
During the analysis of the situation in the industrial sector, His Excellency Emomali Rahmon instructed officials to comprehensively analyze the reasons for the decline in the extractive industry and make specific proposals to eliminate them, establish full processing of minerals and production of final products within the country, and put unused capacities into operation.
The Head of State also called ensuring food security a strategic and vital issue for the country.
It was emphasized that in the first quarter of 2026, the country’s foreign trade turnover reached $2 billion 676 million, an increase of 12.8% compared to the same period last year. However, the trade balance remained negative, amounting to $1 billion 648 million.
Therefore, the Ministries of Economic Development and Trade, Industry and New Technologies, the Export Agency and other relevant structures were tasked with ensuring an increase in the volume of exports of processed and value-added products, reducing the dependence of the domestic market on imports, strengthening the production of competitive domestic products, and ensuring export diversification and expansion of foreign markets.
Continuing his speech, the President of the country, Emomali Rahmon, analyzed the situation in the education sector and instructed to take additional measures to correct shortcomings in this sector, including to improve the quality of education and adapt it to the needs of the labor market, to increase the enrollment of children in preschool institutions together with local executive bodies of state power through the development of alternative forms and the private sector, to ensure the high-quality implementation of the program for the development of exact sciences, and to expand work on providing educational institutions with modern classrooms and laboratories.
Also, the Ministry of Health and Social Protection of the Population was instructed to ensure the effective distribution of graduates to eliminate the shortage of medical personnel, especially in remote cities, districts and villages, to take practical measures to develop the pharmaceutical industry and reduce dependence on imports, and to strengthen strict control over the quality of medicines and medical goods.
Another part of the speech of the Head of State, Emomali Rahmon, was an analysis of the implementation of the plan for improvement and construction works in honor of the great national holiday — 35th anniversary of state independence.
It was emphasized that to date, 106.7 percent of construction works have been completed, and this indicator testifies to the constructive efforts of the country’s people and the effective activities of state bodies.
In reviewing the results of the socio-economic development of the Republic of Tajikistan in the first quarter of 2026, reports were also heard on the implementation of budget revenue plans, payment of salaries and pensions, reports of the ministers of economic development and trade, finance, the State Tax Committee, the Customs Service, the State Committee for Investments and State Property Management, the National Bank of Tajikistan, and other responsible persons.
During the meeting, the Strategy for the Development of the Communications Sector of the Republic of Tajikistan for the period up to 2040, the Program for Providing Educational Institutions with Technical Classrooms and Equipped Educational Laboratories for 2026-2030, the State Program for the Development of the Civil Service of the Republic of Tajikistan for 2026-2030, and a report on existing lands, their distribution by groups, types and land users as of January 1, 2026 were considered, and relevant decisions were made on them.
At the end of the meeting, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, once again drew the attention of members of the Government, heads of ministries and agencies, local government bodies of cities and districts, and other organizations and institutions to the mandatory and effective implementation of the instructions and tasks of the President and the Government of the country.
Instructions were also given on the expansion of construction and improvement works and the development of worthy cultural programs to celebrate the national holiday — 35th anniversary of the State Independence of the Republic of Tajikistan.
