On October 30, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, together with the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan and Mayor of Dushanbe, His Excellency Rustam Emomali, officially inaugurated the new building of the State Institution “Autism Center of Dushanbe” in the Firdavsi district of the capital. They also reviewed the project for the construction of a Transplantology Center and launched its construction.
The Autism Center of Dushanbe was established at the initiative of the Executive Body of State Authority of Dushanbe to provide modern facilities for the diagnosis, treatment, rehabilitation, and education of children with autism spectrum disorders.
The institution is designed to provide comprehensive support to children with autism spectrum disorders, Down syndrome, cerebral palsy, speech and psychological developmental delays, attention deficit and hyperactivity symptoms, as well as their families. It aims to expand access to specialized services and support the development of each child’s individual abilities.
The center’s main rehabilitation activities include developing physical abilities, communication and speech skills, practical and behavioral skills, fine and gross motor skills, and psychological development. It also focuses on strengthening interdisciplinary cooperation and promoting the social integration of children attending the center.
As the President was informed, the newly constructed complex consists of three buildings ranging from five to seven floors and includes rehabilitation, educational, and hotel facilities. The complex has been designed to meet the specific requirements of specialized institutions, providing the necessary conditions for medical, social and educational services.
The center can accommodate up to 400 patients simultaneously. Its opening will also create employment opportunities for 200 specialists in the field, contributing both to the development of social services and the creation of new jobs.
Seven specialized departments will operate at the center, covering diagnostics, early intervention and family support, rehabilitation, day care, work with adolescents, as well as parental education and counseling. This organizational structure will enable the center to provide services tailored to each child’s developmental characteristics and individual needs. Parents will also be able to receive professional advice and guidance, helping them acquire the knowledge and skills necessary to support their children.
The institution has 10 classrooms, 102 office and administrative rooms, and 40 technical and auxiliary rooms. It also includes two conference halls with seating capacities of 90 and 60 people, an 18-room hotel for parents of children receiving treatment, a dining hall accommodating 50 people, and two swimming pools.
The center’s grounds feature gazebos and children’s playgrounds designed for recreation, leisure, and outdoor activities.
With its modern facilities and capabilities, the Autism Center of Dushanbe is among the specialized institutions in this field and will help improve children’s access to essential services while providing greater support to their families.
After touring the facility, President Emomali Rahmon highly praised the completed work and the conditions created, describing the initiative as a logical continuation of the development and construction projects being implemented in the capital.
During the visit, President Emomali Rahmon and Mayor of Dushanbe Rustam Emomali also reviewed the project for the construction of the Transplantology Center on Ne’mat Qaraboyev Street in the Firdavsi district and officially launched construction work.
They were informed that the center had been designed in accordance with modern medical standards. It will provide diagnostic and treatment services, perform complex surgical procedures and organ and tissue transplants, offer postoperative care, and support patients’ recovery.
According to the project, the center will be housed in a 15-story building, with a specially designated helipad on its uppermost section.
The building will contain a total of 377 functional rooms intended for diagnostics, treatment, surgical procedures, laboratory work, patient care, administrative activities, and other services. The departments and units will be distributed across separate floors according to their functions, while ensuring effective coordination between the various sections of the institution.
The center will comprise 19 main functional departments, including specialized laboratories, intensive care and resuscitation units, administrative facilities, an academic department, as well as a department for innovative and hybrid surgical procedures.
The establishment of this multidisciplinary medical complex will bring together diagnostic services, treatment, surgery, intensive care, and postoperative monitoring within a single institution. This initiative is aimed at developing the country’s healthcare sector and improving patients’ access to advanced and complex medical services.
Construction of the Transplantology Center is scheduled to be completed within two years.
Following his review of the project, President Emomali Rahmon issued instructions and recommendations to those responsible, emphasizing the importance of completing construction to a high standard and within the established timeframe, complying with construction regulations, making efficient use of the available resources, and ensuring the quality of all work.
The opening of the Autism Center of Dushanbe and the launch of construction of the Transplantology Center reflect the continued efforts to develop the country’s social and medical infrastructure. It was emphasized that these initiatives will create favorable conditions for improving diagnostic and treatment services, providing rehabilitation for children with special needs, and expanding access to modern medical care.
During the visit to the Autism Center, President Emomali Rahmon and Mayor Rustam Emomali were also introduced to the E-Tib electronic platform, designed to digitalize healthcare services, automate operational processes, and improve the quality and efficiency of services provided to citizens.
The platform offers several features, including electronic patient records, electronic prescriptions, an electronic queuing system, and remote appointment booking with doctors.
Its implementation is expected to save time, improve the operations of medical institutions, and enhance public access to high-quality healthcare services.
