DUSHANBE, 12.08.2023 (NIAT Khovar) – Tajikistan became a member of the United Nations on March 2, 1992 and since that time has laid a solid foundation for the development of cooperation with UN institutions.

It should be noted that in order to coordinate the activities of state bodies on the implementation of international legal obligations of Tajikistan in the field of human rights, in March 2002, the Government has established a commission to ensure the implementation of international obligations in the field of human rights.
During the period 2010-2023, Tajikistan went through the periodic general review procedures three times and submitted reports to the UN human rights treaty bodies. Also, eleven observers — representatives of special procedures visited Tajikistan at the invitation of the Government, as a result, more than 1000 recommendations were proposed, covering almost all issues of supporting and protecting human rights.
Since 2013, Tajikistan has adopted 20 national action plans to implement the recommendations of the UN institutions, which provide for a set of measures to implement the recommendations of the UN human rights institutions, as well as the deadlines for their implementation and the responsible state bodies.

Along with this, various strategic documents on human rights are presented in the country, including the Concept of Lifelong Education in Tajikistan for 2017-2023, the National Strategy for the Development of Education in Tajikistan for the period up to 2030, the State Program for the Prevention of Domestic Violence in Tajikistan for 2014- 2023, Tajikistan Judicial and Legal Reform Program for 2015-2017, Tajikistan Judicial and Legal Reform Program for 2019-2021, Concept of Free Legal Aid in Tajikistan, Child Justice Reform Program for 2017-2021 , National Program for the Prevention of Juvenile Delinquency for 2020-2024, National Plan for Combating Human Trafficking in Tajikistan for 2019-2021, Strategy for Reforming the System of Execution of Criminal Penalties of Tajikistan for the period up to 2030, Program for the Rehabilitation and Social Integration of Minors in Institutions for Imprisonment or Restriction of Liberty for 2020-2024, the Human Rights Curriculum for 2022-2026, the Strategy for the Development of Social Protection of the Population for the period up to 2040 and the Child Justice Reform Program for 2023-2027, which approved and adopted by the Governmental decisions and Presidential decrees, prove the constant efforts and immediate measures of the Government of Tajikistan towards ensuring the freedoms of man and citizen.

The National Strategy in the field of human rights protection for the period up to 2038, approved by the Governmental Decree of August 5, 2023, coordinates all existing and adopted national plans to implement the recommendations of the UN human rights institutions and other documents in the field of human rights, improves the mechanisms and procedures for the implementation of international obligations in the field of human rights and is an effective means of implementing a unified policy in the field of protecting human rights and freedoms in accordance with the Constitution and international obligations.

Additionally, the National Strategy was developed on the basis of the recommendations of various UN institutions in the field of human rights submitted to Tajikistan in the period 2010-2023, as well as the Sustainable Development Goals adopted as part of the 2030 Agenda for Sustainable Development, its adoption modernizes the formation of a respectful attitude to human rights and freedoms and further strengthening the country’s influence in the international arena.
The National Strategy in the field of human rights protection for the period up to 2038 is actually the next step of the Government of Tajikistan towards the development of human and civil rights and freedoms, it was developed and adopted by an interdepartmental working group taking into account international human rights standards, recommendations of the UN sectoral structures, as well as the Sustainable Development Goals.
