Dushanbe, 04.02.2016. (NIAT “Khovar”). — On 4 February, the Commission on Implementation of the International Obligations in the field of Human Rights under the Government of the Republic of Tajikistan launched its own website: http://khit.tj. The launching of the website has become possible thanks to the support provided by the Regional Office for Central Asia of the Office of the High Commissioner for Human Rights in the framework of the Universal Periodic Review (UPR) Trust Fund. The website provides information in Tajik and Russian languages.
The official website of the Commission includes information about the engagement of Tajikistan with the UN human rights mechanisms, recommendations received from the UN Treaty Bodies, the Special Procedures and the UPR. The national human rights reports submitted to the UN Committees will also be available on the website. The website allows to not only track the progress of the country’s implementation of its international human rights obligations as also reflected in the national reports, but it provides an opportunity to share views by submitting information directly to the Secretariat of the Commission. This will contribute to increasing the state’s accountability in implementing its international human rights obligations and disseminating recommendations adopted therein, and will ultimately contribute to increased transparency and accountability. In this context, the website will contribute to expanding democratic space, involvement of civil society and other stakeholders in public governance and ensuring the transparent work of the Commission as a coordination mechanism. According to Mr. Sharaf Karimzoda, the Deputy Head of the Department on Human Rights Guarantees within the Executive Office of the President of the Republic of Tajikistan, “Launching of the website in the framework of the UPR Trust Fund serves as a good example of cooperation between the Tajik Government and the UN human rights mechanisms. The website will provide information about the Commission’s work, the monitoring and implementation of recommendations issued by the UN human rights mechanisms as well as Tajikistan’s reporting in the context of its international human rights obligations”. “Tajikistan ratified the majority of the main human rights treaties and reported to various human rights bodies. In addition, Tajikistan has welcomed visits by Special Rapporteurs of the UN Human Rights Council. The situation in the country will soon be reviewed by the UN Human Rights Council’s Universal Periodic Review. As a result, Tajikistan would have received hundreds of recommendations from various UN human rights mechanisms”,- said Elisabeth da Costa, OHCHR Regional Representative a.i. “The website is a positive step in terms of the State’s obligation to disseminate these recommendations and ensure a platform for dialogue with the civil society”.
Established in 2002 as a permanent consultative interagency body on the implementation of international human rights obligations under the Government of Tajikistan, the main focus of the Commission is to coordinate activities of different ministries, state committees, agencies and local executive authorities with a view to support the implementation of international human rights obligations of the Republic of Tajikistan.
