On Oct. 14, during a meeting with entrepreneurs and investors, President of Tajikistan Emomali Rahmon announced that the moratorium on inspections of small and medium-sized businesses, excluding inspections by tax authorities, would be extended for another two years, until Jan. 1, 2029, to provide further support for the sector.
Emomali Rahmon directed government agencies to ensure the measure is implemented in accordance with the law, taking into account applicable exceptions.
“Strict compliance with the requirements of the moratorium must be guaranteed; any inspection, request for additional documentation or summons of an entrepreneur to a government agency may take place only in instances stipulated by law and based on clear legal grounds. At the same time, protecting lawful business activities and preventing unjustified interference remain ongoing duties of government authorities,” EmomaliRahmon said.
Effective Jan. 1, 2027, inspections of other business entities must be conducted in accordance with the law and based on risk assessments, with strict adherence to the authority of the relevant inspection bodies and guarantees of transparency and proper justification.
Legal action must be taken in cases of unjustified interference, and responsible officials must be held accountable. At the same time, human life and health, public interests, food security, the environment and national security must be adequately protected.
Rahmon stressed that protecting property rights and ensuring the inviolability of lawful business activities are essential to building entrepreneurs’ and investors’ confidence.
He also emphasized that no government agency or official has the right to exceed their authority by interfering in business activities, unjustifiably delaying decisions or creating artificial obstacles.
Under a presidential decree dated Jan. 10, 2025, a moratorium on all types of inspections of business entities, excluding inspections by tax authorities, is in effect until Jan. 1, 2027.
The moratorium, introduced for the fifth time as part of the government’s policy to support entrepreneurship, aims to prevent unjustified or repeated inspections and create a favorable business environment. For small and medium-sized enterprises, these conditions are essential to strengthening operations, modernizing production and preserving jobs.
