On December 16, the first joint session of the Majlisi milli and Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan of the seventh convocation was held in the hall of the Parliament of Tajikistan, at which the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, delivered his Address to the Majlisi Oli of the Republic of Tajikistan “On the Main Directions of the Domestic and Foreign Policy of the Republic of Tajikistan”.

The hall was attended by the presidiums of both chambers of the Parliament, members of the Majlisi milli and deputies of the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan, the Prime Minister and members of the Government of the country, the leadership of the Executive Office of the President of the Republic of Tajikistan, the leadership of ministries and state committees, departments under the President and the Government, central judicial bodies and other law enforcement agencies, the National Academy of Sciences, higher educational institutions, heads of centers for the implementation of investment projects, a group of deputies of the XVI Session of the Supreme Council of the Republic of Tajikistan, members of the Public Council, the Movement for National Unity and Revival of Tajikistan, deputies of a number of political, public and creative associations, the leadership of republican enterprises and institutions, banks, active businessmen and entrepreneurs and enterprising youth, representatives of the diplomatic corps, and the mass media.

In his Address to the Majlisi Oli, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, set specific tasks for the effective implementation of domestic and foreign policies and ensuring the progress of various sectors, including industry, energy, agriculture, roads and transport, investment and entrepreneurship development, education and science and culture, healthcare and social protection, labor and employment, youth and sports and tourism, taxes and customs, security and defense, law and order, and the development of friendly relations and cooperation with foreign countries and international and regional organizations.

The Head of State, Emomali Rahmon, called 2025 another historic year for the glorious people of Tajikistan and the independent Tajik state.

Reflecting on historical events and memorable dates, the Head of State called the elections of deputies of the Majlisi namoyandagon, local assemblies of people’s deputies, and members of the Majlisi milli Majlisi Oli of the Republic of Tajikistan one of the most important political events.

The full resolution of the border issues between Tajikistan and Kyrgyzstan, the agreement between the Republic of Tajikistan, the Kyrgyz Republic, and the Republic of Uzbekistan on the point of connection of the state border of the three countries, and the Khujand Declaration on eternal friendship were named as important events of 2025.

It was noted that at the international level, our country’s proposals were recognized and accepted, including the adoption of resolutions on «Preservation of glaciers and the cryosphere, especially in mountainous regions», «The role of artificial intelligence in creating new opportunities for sustainable development in Central Asia», the inscription of the cultural heritage monuments of ancient Khutal in the UNESCO World Heritage List, and the resolution of the United Nations General Assembly on declaring 2027 the «International Year of Legal Literacy».

In the opinion of the President of the country, Emomali Rahmon, the adoption of these initiatives is an expression of the recognition and support of the world community for Tajikistan’s constructive initiatives on pressing issues of the global agenda.

The Head of State, Emomali Rahmon, reflected on the rapid development of digital technologies and the expansion of the capabilities of artificial intelligence in the modern world, and set a task to effectively use these achievements in all areas and turn them into an additional source of economic growth and export of services.

President Emomali Rahmon recalled the contribution of the private sector to the country’s progress and instructed the Government of the republic to take effective measures to facilitate the private sector’s access to resources, government services, information, affordable financial instruments, technologies, and knowledge to increase competitiveness, develop and implement investment projects, and strengthen its position in domestic and foreign markets.

Taking into account the continuation of reforms and the need to strengthen support for entrepreneurial activity, His Excellency Emomali Rahmon instructed the Government of the country to adopt and implement a new Tax Administration Development Program for 2026-2030 in the short term.

It was also proposed to establish a Loan Guarantee Fund to improve access of manufacturing entrepreneurs to cheap long-term funds and increase the volume of loans.

The Head of State, Emomali Rahmon, took the opportunity to express his sincere gratitude to all entrepreneurs and the noble people of Tajikistan for their valuable contribution to the reconstruction and construction of roads, the establishment of social institutions, in particular, preschool and secondary educational institutions, and other development and creative works.

His Excellency Emomali Rahmon analyzed the development and progress of important sectors of the national economy, including industry, energy, agriculture and transport, the financing of these sectors, the implementation of major projects, and the fulfillment of their strategic programs.

During the delivery of the Address, great attention was paid to solving social issues, the sectors of education, health, culture, women, youth, and sports.

During his speech, the President of the country, His Excellency Emomali Rahmon, made a number of proposals to the participants of the event, including the proposal to transform the State Scientific and Research Institution “Center for the Study of Glaciers of the National Academy of Sciences” into the State Scientific and Research Institution “Institute for the Study of Glaciers and the Cryosphere of the National Academy of Sciences”.

The Government of the country and the Executive Body of State Power of the city of Dushanbe were also instructed to take specific measures to establish the Kanun, that is, the Center of Aryan Civilization in the capital of the country, and to establish the International Center of Navruz, taking into account the eternal philosophy and wisdom of Navruz, its humanitarian traditions and customs, and their use for the education of future generations.

Given today’s economic opportunities and the need to further improve the living standards of the population, the President of the country, Emomali Rahmon, instructed the Government of the Republic of Tajikistan to increase, from September 1, 2026, the official salaries of employees of educational institutions, including preschool and secondary general education institutions, by 25 percent, other educational institutions, science, culture, sports, healthcare, social protection institutions, state authorities and administration, and other budgetary institutions, as well as scholarships by 20 percent, and the current salaries of law enforcement officers, military personnel, and other employees of these bodies by 20 percent.

At the same time, it was instructed that in order to improve the social situation of vulnerable segments of the population, from September 1, 2026, insurance, labor and social pensions, as well as additional payments to them, should be indexed by no less than 15 percent of their established amount.

In this regard, the Honorable Emomali Rahmon emphasized that improving the level and quality of life of the country’s people is the highest goal of the state and the Government of the country, and all necessary measures will be taken in this direction in the future.

It was said that 2026 is a historic year for the people of the country — the year of the celebration of the 35th anniversary of state independence. Of the 29 thousand facilities and buildings planned in honor of the 35th anniversary, 26 thousand of them have been put into operation to date, more than 70 percent of which are at the expense of entrepreneurs and citizens. It was expressed confidence that by the sacred national holiday their number will exceed 30 thousand.

In connection with the celebration of the 35th anniversary of independence, His Excellency Emomali Rahmon proposed that 2026 be declared the Year of Expansion of Development and Construction Works and of Strengthening the National Self-Awareness in honor of this sacred and great national holiday.

Concluding his address, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, expressed confidence that the honorable Tajik people will continue to work diligently and collectively for the development and progress of our beloved Tajikistan and the prosperity of our dear Motherland.
