Meeting of the Government of the Republic of Tajikistan

On May 28, a meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the President of the Republic of Tajikistan, Leader of the Nation, Head of the Government, His Excellency Emomali Rahmon.
The meeting began with a report from Minister of Health and Social Protection of the Population, Jamollidin Abdullozoda, on the draft Program for the Prevention and Control of Diabetes in the Republic of Tajikistan for 2026-2030 and the draft Program for the Development of the Pharmaceutical Industry for 2026-2030.
It was emphasized that the Program for the Prevention and Control of Diabetes in the Republic of Tajikistan for 2026-2030 was developed with the aim of reducing diabetes incidence and mortality, utilizing existing resources for early diagnosis, improving specialized endocrinological care, ensuring access to all types of treatment, strengthening the material and technical infrastructure of healthcare institutions, and training scientific and practical personnel.
The Head of State, Emomali Rahmon, emphasized that, in addition to traditional measures, promoting a healthy diet and lifestyle, including sports, physical education, and walks in the country’s cultural parks and paradise-like natural environment, is crucial for effectively preventing diabetes.
During the discussion of the draft Pharmaceutical Industry Development Program in the Republic of Tajikistan, it was stated that the purpose of its development and adoption is to create a favorable environment for research and development, drug production, sustainable development of the pharmaceutical industry based on modern technologies, increase the production of substitute products, provide the population and healthcare sectors with drugs and domestically produced medical products, establish the cultivation, collection, and processing of medicinal plants, and attract foreign investment for the development of this sector.
President Emomali Rahmon pointed out that it is essential to make full use of existing opportunities to ensure domestic drug production within the country and support entrepreneurs producing these products.
During the meeting, Minister of Education and Science, Rahim Saidzoda, presented a report on the draft Program for the Protection of Children’s Rights in the Republic of Tajikistan for 2026-2030.
It was emphasized that the goal of adopting this program is to strengthen the state’s social protection system to protect children’s rights, develop the social service system, and prevent violence against children, as well as improve the conditions for their upbringing and education.
During the discussion of the draft Program for the Development of Seed Production in the Republic of Tajikistan for 2026-2030, the Head of State, Emomali Rahmon, described the performance of the relevant authorities in this area as unsatisfactory and issued specific instructions to address the existing shortcomings.
The Tax Administration Program for 2026-2030 was then discussed and adopted. The need to accelerate digitalization in this sector was stressed.
The meeting also discussed the situation with cement production and issues related to supplying the country’s market with this product.
During the meeting, it was highlighted that cement is currently one of the most important components in the development of the country’s infrastructure, industry, and construction sectors, and that a stable supply of this product to the domestic market is of significant socioeconomic importance.
It was noted that in recent years, with the support of the Government, the industry’s production capacity has significantly increased, and cement production in the republic has grown from 300,000 tons in 2014 to over 5 million tons.
At the same time, the Head of State paid special attention to the current situation in the cement market, including rising prices and shortages in certain regions of the country.
At the meeting, it was noted that, despite the increase in production volumes, a number of industry structures have deficiencies related to the coordination of production activities, the utilization of existing capacity, market regulation, and the control of distribution networks.
In particular, it was stressed that certain production facilities were shut down for repairs during the active construction season, and the activities of intermediaries and dealers in some cases contributed to rising prices.
President Emomali Rahmon noted that rising cement prices could impact the pace of construction, housing costs, the implementation of social projects, and the development of the national economy.
After reviewing the matter, the responsible authorities were given specific instructions to stabilize the situation and ensure the domestic market’s supply of cement.
Specifically, the Ministry of Industry and New Technologies has been instructed to ensure full utilization of production capacity, coordinate enterprise activities, and organize ongoing market monitoring.
The Antimonopoly Service, together with relevant authorities, has been instructed to analyze and audit the activities of distribution networks, dealers, and intermediaries.
The Ministry of Economic Development and Trade, the Committee for Architecture and Construction, the Ministry of Energy and Water Resources, the Committee for Environmental Protection, the Main Directorate of Geology, the Ministry of Transport, and the State Unitary Enterprise Tajik Railways have been given relevant instructions related to ensuring market stability, developing production capacity, improving logistics, ensuring electricity supply, and compliance with environmental standards.
President Emomali Rahmon emphasized that the responsible ministries and agencies must take practical measures to quickly stabilize the cement market, protect consumer interests, and ensure the sustainable development of the construction industry.
The heads of the State Agency for Material Resources and the Tojikmatlubot Society were instructed to organize the procurement of cement from manufacturers and its distribution in remote regions.
In light of the situation on the domestic market, the heads of cement producing companies were given specific instructions to systematize construction and repair work.
Responsible officials in the sector were instructed to fully analyze and discuss the situation on the cement market and submit their proposals to the Government of the Republic of Tajikistan within a week.
The need to seriously prevent artificial price increases for cement, which some intermediaries and sellers are doing for profit, was emphasized.
At the end of the meeting, ministries, departments, and executive bodies of state power were given instructions and recommendations to expand improvement and construction work and to comprehensively prepare for a worthy celebration of the great national holiday – 35th anniversary of State Independence. Specifically, instructions were given to improve the quality of teaching the ancestral alphabet in all educational institutions as part of the education and promotion of Aryan history and culture.
